On January 31st, the Prime Minister signed Directive 06/CT-TTg on strengthening measures to prevent and control the new and complex developments of the acute respiratory disease caused by the novel coronavirus. Let's review all the measures to prevent and control the coronavirus epidemic that the Vietnamese Government has issued in the past.
Provide TIMELY INFORMATION
In addition to conventional mass media such as newspapers, television, and radio, the Government and the Ministry of Health have intensified personal communication efforts. First and foremost are the efforts to update information and the latest developments in Vietnam and internationally regarding the pneumonia outbreak on social media platforms like Facebook, such as: Government Information, Ministry of Health, Electronic Warfare Unit, etc.
Furthermore, the Ministry of Health also sends a lot of information via text messages to each individual account on the Zalo social network to ensure that official information reaches every Vietnamese citizen.
In addition to disseminating information quickly, accurately, and promptly, the Ministry of Health has also established hotlines to provide advice, answer questions, and update the latest cases related to the epidemic. Two direct hotlines operate simultaneously: 1900 9095 and 19003228. All hotline numbers for 21 central and local hospitals in the North, Central, and South regions have been announced by the Ministry of Health, ready to support and respond to the acute pneumonia epidemic caused by the coronavirus. These hotlines operate 24/7 to receive all information related to epidemic prevention and control.
Strictly control TRAFFIC and TRADE activities.
Following the Prime Minister's directives, ministries, agencies, and localities have strictly controlled the movement of people at all border gates, halted tourist activities, stopped sending Vietnamese workers to China, and strengthened the monitoring of Chinese citizens and workers living and working in Vietnam. Border crossings with China have temporarily closed all trails and unofficial entry points, and trade and exchange with China are discouraged during the epidemic. Border crossings have also suspended entry and exit using border passes for tourism purposes.
All border crossings have set up health checkpoints to control the entry and exit of people.
The Ministry of Transport has temporarily suspended the issuance of flight permits for all flights from China to Vietnam and vice versa, except in special cases requiring the approval of the Prime Minister. The issuance of tourist visas for foreign visitors (including Chinese nationals) who are currently in or have been in China within the past two weeks has also been suspended, except for official visas in exceptional circumstances.
ALL DEPARTMENTS JOIN FORCES SIMULTANEOUSLY
All levels and sectors, especially the Ministries of Health, Public Security, National Defense, Transport, Culture, Sports and Tourism, have simultaneously implemented disease prevention and control activities and support measures to minimize the damage caused by the epidemic.
The Ministry of Health has established 45 rapid response teams to combat the nCoV epidemic. These rapid response teams are set up at dozens of major hospitals and military medical facilities. Each team consists of at least two doctors and an ambulance fully equipped with resuscitation equipment (mobile ventilator, oxygen, medications, intravenous fluids, etc.) and will be deployed to any location upon receiving information.
Deputy Prime Minister Vu Duc Dam directly oversees epidemic prevention and control efforts.
Given the complex developments of the acute respiratory disease caused by the new strain of coronavirus, the Ministry of Culture, Sports and Tourism requests that localities, if necessary, temporarily suspend festivals and art programs, focusing on implementing measures to prevent and control this disease. Major annual spring festivals have been canceled during this period, such as: the opening ceremony of Tam Chuc Pagoda in the Year of the Rat, the opening ceremony of Yen Tu Spring Festival, and the Bac Ninh Quan Ho Singing Contest…
The Ministry of Education and Training has also quickly coordinated with the Ministry of Health to carry out disinfection work at schools and training facilities in many areas. The Ministry has also proposed seeking guidance from the Prime Minister on allowing students in the three provinces of Khanh Hoa, Vinh Phuc, and Thanh Hoa to take time off from school to prevent the spread of the novel coronavirus (nCoV) as these provinces have reported positive cases of nCoV.
The Ministry of Education and Training also quickly coordinated with the Ministry of Health to carry out disinfection work at schools and training facilities in many areas.
The Ministry of Public Security has also continuously directed efforts to support the prevention and control of the nCoV epidemic by strictly handling cases of posting false information about the disease. False personal information, whether intentionally or unintentionally posted on social media about the coronavirus epidemic, is being closely monitored by authorities to prevent information chaos. The Cyber Security and High-Tech Crime Prevention Department stated that the penalty for spreading false information or fake news about the coronavirus epidemic ranges from 10 to 30 million VND.
Strict measures will be taken against pharmacies that manipulate the price of face masks, with the strongest form being the revocation of their business licenses.
The Market Management Departments of provinces and cities have focused on strengthening inspections and controls of the business of goods such as medical masks of all types, hand, foot, and mouth sanitizing products at all stages of goods circulation, including traditional businesses and e-commerce, to take strong action and revoke licenses from establishments that manipulate prices and hoard goods instead of supplying them to the market.
