"Touching the Pulse of Taiwan" is a program to restart tourism in Taiwan organized by the Taiwan Tourism Bureau in Vietnam. This is a press conference and media meeting to officially announce the reopening of Taiwan's e-visa policy for Vietnamese citizens.

On September 29th, the Central Epidemic Command Center (CECC) in Taiwan announced that, starting October 13th, visitors entering Taiwan will no longer be required to quarantine but will only need to self-monitor their health for 7 days. Taiwan officially reopened to all tourists on October 13th. Accordingly, the free e-visa application portal for Vietnamese citizens reopened, and visa exemptions were restored for eligible citizens.

On this occasion, the Taiwan Tourism Bureau in Vietnam also launched the creative playground "Touching the Pulse of Taiwan," featuring a T-shirt design activity with OhBear – the cartoon character and friendly ambassador of Taiwan tourism since 2014. The image of OhBear is based on the native black bear species found only in Taiwan, characterized by a moon-shaped patch of white fur on its chest. This is a rare bear species, listed on the Red List since 1989, with an estimated 200-600 individuals remaining in the pristine mountain forests of Taiwan.

At the event, singer/actor Chi Thien shared his feelings about tourism in Taiwan and the design competition held to promote Taiwanese tourism. Although he hasn't had the chance to visit Taiwan yet, he believes it will be a destination offering many interesting experiences, especially for someone who loves the local cuisine. He shared that the first thing he would do if he had the opportunity to travel to Taiwan would be to find the best bubble tea shop, order the largest cup of tea while exploring the streets and alleys.

For the design competition, he had an idea: he himself really loves the image of a cute black bear, so his favorite design concept would be a bear wearing glasses, carrying a giant cup of bubble tea, and traveling everywhere.

Through this activity, the Taiwan Tourism Bureau in Vietnam aims to achieve the following goals.

First, Taiwan aims to showcase the image of Oh Bear – a bear associated with famous regions, landmarks, and tourist activities in Taiwan. It seeks to introduce Vietnamese audiences to attractive and interesting tourism products, especially those geared towards creative young people. In particular, Taiwan hopes to raise awareness and provide opportunities to learn about the rare and endangered black bear species. Finally, the competition will create a fun and youthful creative platform for talented Vietnamese designers and illustrators.
