Proposal to open regular international flights from Q1/2022

On November 8th, the Ministry of Transport submitted a document to the Prime Minister requesting consideration and approval of a plan to resume regular international passenger flights to and from Vietnam in three phases, for both passengers with and without "vaccine passports," starting in the first quarter of 2022.

Specifically,Phase 1 is expected to start in Q1 2022.Flights between Vietnam and China, Hong Kong, Japan, South Korea, Taiwan, Thailand, Singapore, Malaysia, Laos, Cambodia, France, Germany, Russia, the United Kingdom, and Australia will resume. These are countries/territories that currently have a higher rate of fully vaccinated citizens than Vietnam. Passengers on flights from other markets must have written permission from the relevant authorities to enter Vietnam.

Incoming passengers must present a certificate of full vaccination or a certificate confirming recovery from Covid-19 no more than 6 months prior, along with confirmation of payment for a 7-day quarantine at a designated paid quarantine facility (hotel) in Vietnam. Passengers who have not received a full dose of the vaccine will undergo a 14-day paid quarantine.

The plan is to have four flights per week for each country, with a total of approximately 12,000 passengers entering Vietnam each week.

Phase 2 is expected to start in Q2/2022., implementing regular passenger flights into Vietnam without requiring centralized quarantine for passengers holding "vaccine passports" who are Vietnamese citizens and foreigners from markets as needed by the airline. The expected frequency is 7 flights/week/direction for each airline.

Passengers holding a "vaccine passport" will self-isolate at their residence for 3 to 7 days according to the Ministry of Health's guidelines. Passengers without a "vaccine passport" must undergo 14 days of centralized quarantine, at a cost of their own expense.

Phase 3 starts in Q3/2022It will operate regular international flights with a frequency based on the airline's needs.

During this period, it may be considered possible to waive the quarantine requirement for passengers holding a "vaccine passport" if: the Covid-19 vaccination rate and herd immunity in Vietnam are high, depending on the guidance of the Ministry of Health and the results of negotiations on mutual recognition of "vaccine passports". Passengers without a "vaccine passport" will undergo a 14-day mandatory quarantine, subject to a fee.

In addition, the Ministry of Transport proposed allowing repatriation flights for citizens in the form of combo packages including airfare, hotel, and quarantine costs, as well as flights to bring international tourists to certain localities (Kien Giang, Khanh Hoa, Quang Ninh, Da Nang, Quang Nam). The Ministry also requested the Prime Minister to direct relevant agencies to publicize the disease control application for installation and electronic health declaration for passengers entering and staying in Vietnam.

According to the Ministry's proposal, the general regulations for passengers entering Vietnam are that they must have a negative PCR test result within 72 hours before their flight and submit an electronic health declaration upon arrival.

From the end of March 2020 until now, all international flights departing from Vietnam are permitted to carry both passengers and cargo, while flights returning to Vietnam are only allowed to carry cargo. All passengers entering the country must have written approval from the competent authorities and undergo a 14-day or 7-day medical quarantine.
