Specifically,Phase 1 expected from the first quarter of 2022Flights will resume between Vietnam and China, Hong Kong, Japan, South Korea, Taiwan, Thailand, Singapore, Malaysia, Laos, Cambodia, France, Germany, Russia, the UK, and Australia. These are countries/territories that currently have a higher proportion of people fully vaccinated than Vietnam. Passengers on flights from other markets must have written permission to enter Vietnam from the authorities.
Incoming passengers must have a certificate of full vaccination or a certificate of recovery from Covid-19 within the past 6 months, along with confirmation of payment for a 7-day quarantine at a designated paid centralized quarantine facility (hotel) in Vietnam. Passengers who have not received a full dose of vaccine must undergo a 14-day centralized quarantine, for a fee.
Expected frequency is 4 flights per week for each country with total number of visitors to Vietnam about 12,000 people per week.
Phase 2 is expected from the second quarter of 2022, deploy regular passenger flights to Vietnam without requiring centralized quarantine for passengers with "vaccine passports" who are Vietnamese citizens and foreigners in markets according to the needs of airlines. The expected frequency is 7 flights/week/direction for each airline.
Passengers with a "vaccine passport" will self-isolate at their place of residence for 3 to 7 days according to the Ministry of Health's instructions. Passengers without a "vaccine passport" must be quarantined for 14 days, for a fee.
Phase 3 from Q3/2022will operate regular international flights at frequencies according to airline demand.
At this stage, it may be considered not to require passengers with "vaccine passports" to undergo quarantine when: the rate of Covid-19 vaccination and community immunity in Vietnam is high, depending on the guidance of the Ministry of Health and the results of negotiations on mutual recognition of "vaccine passports". For passengers without "vaccine passports", centralized quarantine will be carried out for 14 days, with a fee.

In addition, the Ministry of Transport proposed allowing flights to bring citizens back home in a combo form including air tickets, hotels, quarantine fees and flights to pick up international tourists to some localities (Kien Giang, Khanh Hoa, Quang Ninh, Da Nang, Quang Nam). The Ministry also proposed that the Prime Minister direct agencies to announce disease control applications for installation and electronic health declaration to serve passengers entering and staying in Vietnam.
According to the Ministry's proposal, the general regulation for passengers entering Vietnam is to have a negative PCR test within 72 hours before the flight and make an electronic health declaration upon arrival.
Since the end of March 2020, all international flights from Vietnam are allowed to carry passengers and cargo, while flights to Vietnam are only allowed to carry cargo. All passengers entering the country must have written consent from the competent authorities and be quarantined for 14 or 7 days.
