The Center is affiliated with the Vietnam Tourism Association and was licensed to operate by the Ministry of Science and Technology on November 24, 2016. Its headquarters are located at 18 Truong Dinh Street (Ward 6, District 3, Ho Chi Minh City). In terms of professional structure, the Center comprises one Culinary Advisory Council and four specialized professional committees: the Committee for Research and Collection of Vietnamese Dishes, the Committee for Research on Nutritional Values of Vietnamese Dishes, the Committee for Culinary Development, and the Committee for Communication and External Relations. The Center operates under the direct guidance and management of the Ho Chi Minh City Tourism Association, as authorized by the Vietnam Tourism Association.

The center was established to introduce traditional Vietnamese dishes, while also preserving and developing those that have been lost to time.
In the coming period, the Center will focus on developing and organizing research projects on a number of characteristic Vietnamese dishes and beverages to introduce and promote the image of Vietnamese tourism; and at the same time, define clear and specific directions for activities in each field in the long term. Accordingly, in addition to studying and researching the nutritional value of each Vietnamese dish and beverage according to the motto "delicious and healthy"; standardizing dishes for national-level events and selecting cuisine to promote and attract tourists according to each segment; the Center will conduct surveys, compile a catalog and collect information on the country's dishes and beverages; collect, restore, continue to maintain and develop lost dishes and beverages, folk food festivals, traditional craft villages, as well as promote the professionalization of culinary human resources in Vietnam.
Furthermore, to develop and enhance the skills of Vietnamese chefs, aiming to introduce Vietnamese cuisine and cooking techniques to the community and the world, the Center also collaborates in organizing training courses and examinations to determine the technical skill level of cooking and baking, creating favorable conditions for Vietnamese chefs to work abroad; organizes events, fairs, and exhibitions to promote Vietnamese cuisine domestically and internationally; closely connects with travel businesses and cooperates with localities to develop and implement culinary tourism tours, visits to raw material areas, and Vietnamese cooking classes. The Center also collaborates with relevant agencies to honor artisans, experts, and chefs who have contributed to Vietnamese cuisine.
Currently, the Center is developing a website in both English and Vietnamese to provide information about Vietnamese cuisine to locals and tourists, creating a comprehensive view of Vietnamese food. The website will be launched in August 2017.
