According to information from the Ministry of Health, those who have been vaccinated and whose data has been updated in the system by the vaccination facility will be issued a Vaccine Passport without any further procedures.
Specifically, the vaccine passport issuance process consists of three steps, carried out by the vaccination facility, the vaccination management system, and the Ministry of Health.
- Step 1: Vaccination facilities review, supplement, and verify vaccination information against the national population database in accordance with guidelines issued by the Ministry of Health.
- Step 2: The vaccination facility digitally signs the vaccination data on the Covid-19 Vaccination Management Platform. The data will then be uploaded to the Covid-19 Vaccination Certification Management System.
- Step 3: The Ministry of Health will centrally digitally sign the COVID-19 vaccination certificate. The citizen's vaccine passport will then be completed and displayed on the Electronic Health Book application, PC-COVID, or searchable on the portal announced by the Ministry of Health in the near future.

Therefore, each citizen only needs the PC-COVID application or the Electronic Health Book to display their vaccine passport. If not using these two applications, they can search on the Ministry of Health's website by entering information such as: full name, date of birth, gender, citizen identification number, date of last vaccination, etc., and then provide their personal email address to receive the passport.

The vaccine passport will contain information including: full name, date of birth, disease, number of doses, vaccination date, dose number, vaccine product, etc., all packaged as a 2D QR code. The QR code will expire 12 months from the date of creation. When the code expires, citizens will be notified and the system will automatically generate a new QR code for use.
Vietnam's e-vaccine passport uses standards issued by the WHO and the EU, and is currently being used in 62 countries, with more countries expected to adopt it in the near future.
