On the morning of September 1st, Quang Ninh province held the inauguration ceremony and officially opened the Van Don - Mong Cai expressway after more than two years of construction. At 3 PM on the same day, the expressway officially commenced operation, with free tolls valid until the end of September.
According to the Quang Ninh Provincial People's Committee, the Van Don - Mong Cai expressway underwent 25 months of construction under difficult conditions, especially having to work at sea; construction also took place during the Covid-19 pandemic and social distancing measures. However, thanks to the efforts of the investor and contractors, the project was completed ahead of schedule.
The Van Don - Mong Cai expressway has been officially inaugurated.
The Van Don - Mong Cai expressway has a total investment of 13,000 billion VND, implemented through a public-private partnership, aiming to reduce the burden on the state budget and ease the financial burden on private investors.
Accordingly, Quang Ninh province has separated the Van Don – Mong Cai expressway into two independent projects. Specifically, the Van Don - Tien Yen section (approximately 16km) is invested in by the Quang Ninh Provincial People's Committee. The remaining section, over 60km long, from Tien Yen to Mong Cai, is invested in by Sun Group.
The Van Don - Mong Cai Expressway is designed to be 79.38 km long, 25.25 m wide, with 4 lanes, a maximum speed of 120 km/h, and 35 bridges along the route. This is a completely new road, passing through the localities of Van Don, Tien Yen, Dam Ha, Hai Ha, and Mong Cai.
Van Tien Bridge, the longest sea bridge in Quang Ninh province, is located on the Van Don - Mong Cai expressway.
Once operational, the Van Don - Mong Cai expressway will seamlessly and comprehensively connect with the Lao Cai - Hanoi - Hai Phong - Ha Long - Van Don expressway, forming the longest expressway in Vietnam (nearly 600 km). Quang Ninh province has the largest number of expressway kilometers in the country (176/1,046 km), playing a crucial role in inter-regional development.
Notably, the Van Don - Mong Cai expressway, once operational, will complete the expressway route from Lao Cai, passing through Hanoi and Hai Phong to Mong Cai City, creating the longest continuous expressway in Vietnam with a length of nearly 600 km.
Following the inauguration ceremony, people will be allowed to use the route from 3 PM on September 1st, and will not have to pay tolls until the end of September.
This highway also boasts the most bridges crossing the sea and rivers (35 bridges) to minimize the impact on mangrove forests and the surrounding environment.
After becoming operational, the Van Don - Mong Cai expressway will connect with the Mong Cai international border gate, facilitating cross-border trade with the Chinese market, ASEAN countries, Hanoi, and the northern provinces; connect with three international airports: Van Don, Noi Bai, and Cat Bi; connect the chain of international border gates with the province's economic zones such as Mong Cai, Van Don, and Quang Yen, and the logistics services of the Quang Ninh - Hai Phong seaport system; connect the axis of major cities Hanoi - Hai Phong - Quang Ninh and the economic space and coastal economic corridor of the northern coastal region.
The Van Don - Mong Cai expressway crosses both the sea and the mountains.
Toll rates on the Tien Yen - Mong Cai expressway
Thus, over the past four years, Quang Ninh has not only been the first province in the country to build an expressway but has also become a model for mobilizing investment capital to construct expressways.
The total investment for the three expressways: Ha Long - Hai Phong; Ha Long - Van Don; and Van Don - Mong Cai is nearly 40,000 billion VND; of which private capital contributes over 28,000 billion VND; the remainder comes from the state budget.

Vehicles will officially be allowed to circulate from 3 PM on September 1st.
According to the Quang Ninh Provincial People's Committee, following the inauguration ceremony, starting at 3 PM on September 1st, vehicles belonging to local residents will begin to travel on the Van Don - Mong Cai expressway.
To show appreciation to the people, the Quang Ninh Provincial People's Committee has directed the investor to suspend toll collection on the Van Don - Mong Cai expressway until the end of September.
The 79.38 km Van Don – Mong Cai expressway will operate at a maximum speed of 120 km/h and a minimum speed of 60 km/h. The 11.5 km section from the Doan Ket interchange to the Binh Dan interchange (Van Don District) will operate at a maximum speed of 100 km/h and a minimum speed of 60 km/h.
