According to Reuters, Singapore is gradually reopening its borders to more countries in an effort to rebuild its position as an international aviation hub and prepare for a return to the "new normal" of living with Covid-19. Singapore, a major global financial and tourism center, is home to thousands of Asian and international companies. Although the pandemic will not disappear completely, Singapore is now moving toward a "new normal" with vaccination campaigns, social distancing measures, and careful monitoring of the situation. In a speech on October 9th, Prime Minister Lee Hsien Loong stated, "It will take us at least three months, perhaps six months, to achieve this." He also acknowledged the likelihood of an increase in cases as restrictions are eased, thus emphasizing the need for closer monitoring of the pandemic.

Singapore will allow groups of two vaccinated individuals to dine at restaurants and shop in malls. Conversely, unvaccinated individuals will be denied entry to malls and food courts. Simultaneously, children under 12 will be allowed to return to school, although online learning will continue to be encouraged.
