Vietnamese citizens can apply for a passport in any province or city.

From July 1st, citizens can apply for passports at any province or city that is most convenient for them. This is a prominent provision of the 2019 Law on Exit and Entry for Vietnamese Citizens.

From July 1st, the 2019 Law on Exit and Entry of Vietnamese Citizens comes into effect, stipulating that citizens can apply for a passport at any convenient location with just their citizen identity card, without needing a temporary residence registration book (KT3) as was previously required for passport applications at temporary residences.

Normally, to obtain a passport, citizens must go to the immigration management agency of the provincial or centrally-administered city police where they are permanently or temporarily residing. If registering at a temporary residence, a KT3 certificate (according to Decree 136/2007/ND-CP) is required.

However, from July 1st, those applying for a passport for the first time can do so at the immigration management agency of the provincial or centrally-administered city police where they have their permanent or temporary residence; in cases where they possess a citizen identification card, they can apply at the immigration management agency of the provincial or centrally-administered city police where it is most convenient.

Therefore, a person residing or temporarily staying in Mong Cai (Quang Ninh) can apply for a passport in Ca Mau or any other province or city simply by having a citizen identification card. Citizens only need to prepare the required documents and submit them to the immigration management agency of the provincial or centrally-administered city police department that is most convenient for them.

At the same time, this law also stipulates that from July 1st, many types of passports (diplomatic passports; official passports; ordinary passports) issued to Vietnamese citizens aged 14 and above will be equipped with electronic chips. Individuals aged 14 and above have the right to choose between a passport with an electronic chip or a passport without an electronic chip.
