On October 20th, the Chairman of the Hanoi People's Committee, Chu Ngoc Anh, signed and issued Official Dispatch No. 22 regarding the implementation of temporary measures to "Adapt safely, flexibly, and effectively control the Covid-19 epidemic" in the city.

Along with closing checkpoints, the Chairman of Hanoi assigned the city's police force to take the lead in monitoring and controlling health at airports, train stations, bus stations, and major transportation routes, especially for people and vehicles returning from epidemic areas.

The city police will be responsible for updating and managing information on residency, health information, and population movements within the city. They will also be responsible for monitoring the health of individuals returning from areas and localities with very high or high risk levels.

Previously, 22 checkpoints were established at Hanoi's gateways starting from July 14th on the following routes: from Ha Nam to Hanoi via National Highway 1A and 1B; from Hung Yen, Bac Ninh, and Bac Giang to Hanoi via National Highway 5 and the Hanoi-Lang Son Expressway; and from Hoa Binh, Phu Tho, Vinh Phuc, and Thai Nguyen to Hanoi. These checkpoints are tasked with controlling the entry of transport vehicles and private cars into the city. Officers on duty will stop vehicles, measure body temperature, require occupants to fill out health declarations, and check compliance with disease prevention and control regulations, especially for those on public transport.

Three months after the checkpoints were established, starting from October 14th, the forces at the checkpoints stopped checking people and vehicles, maintaining them only to ensure traffic safety and handle any arising situations.
