On February 8th, the Vice Chairman of the Hanoi People's Committee, Chu Xuan Dung, signed an urgent document regarding the reopening of cinemas and cultural and artistic performance venues in Hanoi. Accordingly, the Hanoi People's Committee agreed with the proposal of the Department of Culture and Sports to reopen these venues starting from February 10th.
Hanoi has now reopened most businesses and services, with only nightclubs, karaoke bars, massage parlors, and bars remaining closed.
For about a month now, Hanoi has had the highest number of new Covid-19 cases in the country, often approaching 3,000. However, according to the disease severity map of provinces published by the Ministry of Health, Hanoi is classified as a "green zone" in over 93% of the provinces.
Therefore, in addition to cultural and artistic activities, the city is also proposing the reopening of transportation services, tourism, international trade, and the development of traditional craft village services, etc., to revive the economy.

In addition, Hanoi continues to facilitate religious activities for the people at the Huong Pagoda historical and scenic site before the full moon of the first lunar month. However, while Huong Pagoda and other historical and cultural sites in the city may be open to visitors, the traditional festival will not be held.
