In the context of good control of the Covid-19 epidemic situation, the Hanoi People's Committee recently issued a Plan to recover and develop tourism activities in the capital city to safely and flexibly adapt and effectively control the Covid-19 epidemic in 2022-2023.
Hanoi will strive to achieve the goal of welcoming and serving 9-10 million visitors, including 1.2-2.0 million international visitors, with total expected revenue from tourists of VND27.84-35.84 trillion in 2022.
Similarly, in 2023, Hanoi will also strive to welcome 12 - 14 million visitors, including 2.5 - 3.5 million international visitors with total revenue of 42.78 - 55.78 trillion VND.
The specific plan roadmap is as follows:
Phase 1 (Quarter I-II/2022):Organize activities to welcome and serve tourists in provinces and cities across the country in conjunction with safe epidemic prevention and control procedures. Prepare resources and conditions to welcome international tourists when permitted by the Government. Tourism activities are organized according to Hanoi's epidemic level regulations, the scale and scope of activities will be adjusted in accordance with the epidemic control situation.
Phase 2 (From Quarter III/2022):It is expected to restore all tourism activities and products in Hanoi, without limiting the type, scale and scope of tourism activities in conditions of safe adaptation to the Covid-19 epidemic. Implement the plan to welcome international tourists according to the Government's roadmap to welcome international tourists, focusing on key tourism markets with high vaccine coverage and good disease control.

In the first phase, Hanoi will focus on exploiting the domestic tourist market with visitors from countries in Southeast Asia and Northeast Asia, then expand to other regions.
Destinations and tourism service establishments in Hanoi must be ensured to be safe according to the instructions of the Ministry of Health and the city. Workers and officials working in the tourism sector are given priority to be fully vaccinated with two doses of vaccine and additional doses. At the same time, the city must select a number of suitable tourist destinations in the area to pilot Covid-19-safe tourism.
Hanoi also requires the development of new, diverse and unique tourism products and the strengthening of promotional activities to attract tourists. In addition, many tourism stimulus programs in Hanoi will also be organized with the coordination of relevant ministries and branches such as: Hanoi Tourism Program to welcome the New Year 2022-2023(First quarter of 2022 and 2023), Hanoi Craft Village Food and Tourism Festival(May 2022), Hanoi Ao Dai Festival(Quarter IV/2022-2023),...
