In the context of effectively controlling the Covid-19 pandemic, the Hanoi People's Committee recently issued a plan for the recovery and development of tourism activities in the capital city, adapting safely and flexibly while effectively controlling the Covid-19 pandemic in 2022-2023.
Hanoi will strive to achieve the target of welcoming and serving 9-10 million tourists, including 1.2-2.0 million international visitors, with total tourism revenue expected to be between 27.84 and 35.84 trillion VND in 2022.
Similarly, in 2023, Hanoi will strive to welcome 12-14 million visitors, including 2.5-3.5 million international visitors, with total revenue ranging from 42.78 to 55.78 trillion VND.
The detailed plan outlines the following:
Phase 1 (Q1-Q2/2022):Organize activities to welcome and serve tourists in provinces and cities nationwide, adhering to safe disease control and prevention procedures. Prepare resources and conditions to welcome international tourists when permitted by the Government. Tourism activities will be organized according to Hanoi's epidemic level regulations, and the scale and scope of activities will be adjusted to suit the disease control situation.
Phase 2 (Starting Q3/2022):It is expected that all tourism activities and products in Hanoi will be restored, without limitations on the type, scale, or scope of tourism activities, provided they are adapted to the Covid-19 pandemic safely. The plan to welcome international tourists will be implemented according to the government's roadmap for reopening to international tourism, focusing on key tourism markets with high vaccine coverage and good disease control.

Initially, Hanoi will focus on attracting domestic tourists from Southeast Asia and Northeast Asia, before expanding to other regions.
Tourist destinations and service businesses in Hanoi must ensure safety according to the guidelines of the Ministry of Health and the city. Workers and officials working in the tourism sector should be prioritized to receive both doses of the vaccine and any booster shots. At the same time, the city must select a number of suitable tourist destinations within its territory to pilot safe tourism practices in the context of Covid-19.
Hanoi also requested the development of new, diverse, and unique tourism products and enhanced promotional activities to attract tourists.
