The urban area is located west of West Lake, within the administrative boundaries of Xuan La ward (Tay Ho district), Nghia Do ward (Cau Giay district), Xuan Dinh commune and Co Nhue commune (Tu Liem district). To the north, the urban area is bordered by a planned road adjacent to the diplomatic quarter; to the south, it borders the Nghia Do area; to the east, it borders the area surrounding West Lake; and to the west, it borders Hoa Binh Park and Huu Nghi Park.

The project covers a total area of 207.6 hectares, of which 89.65 hectares are allocated for roads, walkways, parks, green spaces, and a regulating lake; over 25 hectares are dedicated to open spaces serving public activities of Hanoi City and the construction of new headquarters for relocated ministries and agencies; and 46 hectares are allocated for commercial buildings, a financial center, and offices with modern facilities. Expected to be completed and operational in 2016, the project will contribute to the modernization of the capital city and serve as a symbol of the cooperative relationship between South Korea and Vietnam.
Previously, the project faced many difficulties in implementation; however, Hanoi has now approved the adjusted 1/500 scale planning for the project, and the investor has also received a commitment of financing from the bank. Therefore, the investor is accelerating the construction progress of the project.
