On October 18th, Mr. Tran Minh Hai, Deputy Director of the Department of Planning and Investment of Khanh Hoa province, announced the decision to revoke the investment certificates for the Mui Hoi Resort and Ecotourism Villas project and the Mui Hoi - Ngoc Suong Ecotourism Area project in Cam Lap commune, Cam Ranh city.
These two projects received investment certificates in 2011 and 2012, but are still incomplete. The Mui Hoi Resort and Ecotourism Villa project is invested in by Van Phong Co., Ltd., covering an area of 40 hectares. The other project, covering 8 hectares, is owned by Ngoc Suong Joint Stock Company.

According to Mr. Hai, the two projects are located on national defense land, near the Cam Ranh military base. When carrying out the procedures for granting investment certificates, the local authorities sought the opinion of the Ministry of National Defense and received its approval.
However, in September 2015, the Prime Minister issued regulations ensuring security and safety in the Cam Ranh military base area. According to these regulations, tourism development is prohibited in the Mui Hoi area, Binh Ba Island, and Hon Chut Island.

Therefore, the Khanh Hoa Provincial People's Committee sent a document requesting the opinion of the Ministry of National Defense, but has not yet received a reply. "After discussions, we realized that the locations of these two projects are in a military area, which is quite sensitive, so we withdrew them," Mr. Hai said.
According to the head of the Department of Planning and Investment of Khanh Hoa province, the locality will calculate and develop a compensation plan for investors once they have completed the land clearance and compensation process.
