From September 15th, traditional markets, food stalls, and some hotels will be allowed to reopen in the four "green zone" districts of Ba Ria-Vung Tau province, including Chau Duc, Dat Do, Xuyen Moc, and Con Dao.

On September 12th, Mr. Le Ngoc Khanh, Vice Chairman of the People's Committee of Ba Ria-Vung Tau province, signed a document allowing some production, business, and service activities in the districts applying Directive 15, including Chau Duc, Dat Do, Xuyen Moc, and Con Dao, to resume operations from September 15th to October 30th.

For tourism activities in the four aforementioned districts, the province is piloting the following hotels to accommodate domestic tourists: The Grand Ho Tram Strip complex, Meliá Ho Tram Beach Resort, Binh Chau hot spring resort (all in Xuyen Moc district) and Six Senses Con Dao resort (Con Dao district).

Accordingly, participating hotels must have a closed-loop service system, a separate goods receiving and delivery area, and a separate isolation area. Service staff must have received two doses of the vaccine or at least one dose 14 days prior to starting work. In addition, staff must have tested negative for Covid-19 using the RT-PCR method within 72 hours (retesting every 72 hours); ensure compliance with the "three on-site" regulations, commit to working continuously within the hotel; and receive training on Covid-19 prevention and control regulations.

Each guest must undergo regular screening during their stay. For guests staying for one week, RT-PCR testing will be conducted on the first and sixth days. For guests staying for two weeks, RT-PCR testing will be conducted on the first, sixth, and thirteenth days.

At the hotel, guests are not allowed to leave the premises, must strictly adhere to the hotel's and local authorities' epidemic prevention regulations, and must not share rooms with guests from other groups. In addition, guests must book and pay a deposit in advance to the hotel.

Tourists are transported by private vehicle from their pick-up locations in other provinces and cities to the hotel (following a closed-loop process). Throughout the journey, passengers wear masks and use hand sanitizer provided in the vehicle.

According to the document, supermarkets, shopping malls, and retail chains in the four "green zone" districts are allowed to reopen. Traditional markets are also permitted to operate, but only for essential goods. Restaurants and food establishments are only allowed to offer takeout, not dine-in service. Construction projects are also allowed to resume. Unfinished residential buildings can continue to be completed with fewer than 10 workers.
