According to the Ministry of Culture, Sports and Tourism, restarting tourism requires the involvement of all levels of government and relevant departments such as health, transportation, and police to ensure safety in disease prevention and control and safe procedures for welcoming tourists.
Specific route
From October 2021: Organize training on regulations and measures to ensure safety and prevent the spread of Covid-19, and welcome tourists with services that meet safety criteria. Implement the welcoming of domestic tourists while strictly controlling the epidemic prevention process. Evaluate the effectiveness and safety procedures, and draw lessons learned.
From November 2021: Implementing the reception of domestic tourists from localities that have controlled the Covid-19 epidemic with safe epidemic prevention procedures (vaccination, RT-PCR/rapid test, strict implementation of the 5K message, health declaration, QR code scanning, PC-COVID application), creating convenience for tourists.
From November 2021 to March 2022: Pilot program to welcome international tourists to Phu Quoc. The target group will be tourists from countries with good disease control and vaccination coverage capabilities, such as Northeast Asia, Europe, the United States, the Middle East, and Australia. However, international tourists must still comply with disease prevention regulations upon arrival in Phu Quoc.
Between December 2021 and June 2022, the model of reopening to international tourists will be expanded to several other destinations that have met the epidemic prevention requirements, such as: Ha Long (Quang Ninh), Hoi An (Quang Nam), Nha Trang (Khanh Hoa), and Da Lat (Lam Dong).

Finally, a full reopening to international visitors is expected to take place from June 2022.
To help the tourism industry enter the "new normal," the Vietnam National Administration of Tourism requests that localities pay attention to and promptly implement measures to support tourism businesses in maintaining operations and restoring business activities, in order to create the safest possible tourism model for tourists and localities.
