Many localities in the Central region are planning to welcome out-of-province visitors with Covid-19 green and yellow cards, while the North and South are mainly reopening domestic tourism. Below is a comprehensive and latest guide on the places that are and will be open to visitors after the social distancing period.

Northern region

Quang Ninh

From September 21, Quang Ninh reopened some tourism and entertainment activities for domestic visitors. Specifically, Mong Cai City opened Tra Co beach, outdoor tourist areas, restaurants, indoor eateries, cafes, and refreshment shops. Ha Long City opened outdoor tourist areas, attractions, sightseeing and accommodation boats on the bay, cinemas, restaurants, hotels, accommodation facilities, restaurants, and cafes. Uong Bi City reopened tourist areas, attractions, relics, cultural and sports activities. Visitors must have at least one dose of Covid-19 vaccine; be people who are stable and regular residents in Quang Ninh province or those who have returned to/arrived in Quang Ninh and have been quarantined according to regulations.

The province also plans to welcome out-of-province visitors in November and December, mainly from the North, with localities that have gone 14 days without community transmission. Tourists arriving in the province are required to have two doses of vaccine and a negative RT-PCR test within 48 hours.

Bac Giang

From October 4, Bac Giang allows tourist areas, historical - cultural relics, golf courses to welcome visitors from localities that are "green zones" on the Covid-19 map (posted on the Electronic Information Portal of the Bac Giang Department of Health). Specifically, the Tay Yen Tu spiritual - ecological tourist area (Son Dong), the community tourist area of ​​​​Ven village (Xuan Luong commune, Yen The), and the Suoi Mo ecological tourist area (Luc Nam).

Tourists to Bac Giang need to have received two doses of vaccine (the last dose must have been given at least 14 days ago and not more than 12 months ago) and have a negative test result for Covid-19 using RT-PCR or rapid antigen test within 72 hours. Tourists to Bac Giang also need to make a health declaration by scanning the QR code.

Hai Phong

From October 1, Hai Phong allows the reopening of tourist areas, spots, and scenic spots in the province to serve domestic visitors. Visitors and tour guides must ensure one of the following conditions: Having a negative Covid-19 test result by PCR method within 72 hours; Certificate of 2 doses of Covid-19 vaccine and 14 days have passed since the last injection; being declared Covid-19 cured according to regulations.

Visitors can eat and drink on-site at the accommodation facility, and must strictly comply with regulations on Covid-19 prevention and control. Karaoke, massage, internet, and video game businesses; bars, pubs, and nightclubs... continue to temporarily suspend operations to prevent and control the epidemic. Domestic flights to and from the city have not yet been reopened.

Vinh Phuc

From September 13, Vinh Phuc province will reopen some activities at tourist areas, scenic spots, golf courses, and sports facilities for local visitors, operating at no more than 50% capacity. Accommodation facilities are allowed to open but are not allowed to provide karaoke or massage services. Golfers must be listed and have their health declared.

Restaurants are allowed to reopen but must not serve alcoholic beverages, with no more than 50% seating capacity and no more than 20 people per room, and must close before 10 p.m. daily.

Thanh Hoa

Central region

Quang Binh

Since October, Quang Binh has allowed businesses to welcome vaccinated tourists to join closed tours. Specifically, tourists who have received two doses of the vaccine will be granted a Green Card, while those who have only received one dose will be granted a Yellow Card, with a rapid test or negative RT-PCR required. These tourists will stay and join closed tours, not free to travel outside.

Thua Thien-Hue

From October 1, in Thua Thien-Hue, the Imperial City and some Nguyen Dynasty tombs reopened after 4 months of closure due to the pandemic. The Imperial City relic site, the tombs of King Minh Mang, Tu Duc, and Khai Dinh will reopen, but visitors will only visit the outdoor area and not enter the palaces. Visitors to the relic site must wear masks, disinfect, keep distance, avoid gathering, declare health and scan QR codes. Visitors from other provinces coming to Hue must complete medical monitoring according to regulations, in which those coming from epidemic areas must have 2 doses of vaccine and self-isolate for 1 week. The province is currently applying a 50% discount on entrance fees to relic sites in the Hue Monuments Complex.

The province also allows restaurants and cafes to open after 10 p.m. with a capacity of no more than 50%. Religious establishments are allowed to reopen, but with no more than 50 people.

Da Nang

From September 30, Da Nang allows people to swim from 4:30 to 6:30 and leave immediately, do not bathe in fresh water, gather, or play sports at the beach. Hotels and accommodation facilities are allowed to reopen but not more than 30% of the number of rooms available; in case of receiving guests who have been fully vaccinated and recovered from Covid-19, they can stay in no more than 50% of the number of rooms.

Da Nang plans to reopen domestic tourism activities from December 2021. From January 2022, the city will open to domestic visitors with all services for individual guests and at entertainment spots, there will be some combo tours for guests traveling in small groups.

Khanh Hoa

Khanh Hoa province's plan to welcome tourists is divided into 3 phases:

From October 1 to 15, domestic tourists from Khanh Hoa province with a Green Card or a Covid-19 Yellow Card can visit tourist service establishments in isolated areas that meet Covid-19 safety regulations and criteria. From October 16 to November 15, domestic and foreign tourists from Khanh Hoa province with a Green Card or a Covid-19 Yellow Card can visit all tourist establishments that meet Covid-19 safety regulations and criteria. From November 16 to December 31, domestic tourists will continue to be welcomed. People in "green zones" are allowed to swim at beaches in "green zones", with no more than 5 people.

Khanh Hoa also plans to pilot welcoming international tourists with "vaccine passports" in 2 phases. Phase 1 from November 15 to December 31 will welcome guests to resorts in the North Cam Ranh Peninsula tourist area. Lam Dong

Lam Dong has now reopened tourism-related services and restaurants. Local visitors are allowed to visit tourist attractions, tourist sites, and 2-star or higher accommodation establishments, with a maximum of 2 guests per room and a capacity of no more than 50%. Restaurants, including sidewalk restaurants, cannot serve more than 50% of the number of people at the same time compared to normal days, and can only arrange a maximum of 50% of the number of tables and chairs. Service points must continue to require customers to make electronic declarations and implement the 5K epidemic prevention principle. People should limit going out after 10pm to 5am the next morning.

Binh Thuan

Binh Thuan province will pilot welcoming domestic tourists and foreigners living in Vietnam from October 20. Destinations include hotels with 3-5 star or equivalent recognition, travel services, and tourist attractions that meet safety criteria recognized by the Provincial People's Committee. The pilot area is mainly concentrated in Phan Thiet City, while districts and towns can consider opening a pilot program depending on local conditions...

Southern region

Ho Chi Minh City

From October 1, Ho Chi Minh City removed inner-city checkpoints, people can travel but are not allowed to leave the city on their own. Ho Chi Minh City residents over 18 years old who want to travel, visit or stay at accommodation facilities (hotels, resorts, etc.) must ensure they have received 2 doses of vaccine and have passed 14 days since the last injection; or have recovered from the disease (F0 has recovered) with confirmation from a medical facility; or have confirmation of sufficient antibodies according to regulations in case of individuals self-treating at home. For people under 18 years old, they must have a negative rapid test certificate within 48 hours before participating in the tour program.

Other services for tourists are allowed to operate at a maximum of 50% capacity provided they meet the criteria for assessing safety in disease prevention and control. Restaurants in accommodation establishments, resorts, and tourist attractions only serve on-site guests and do not organize buffets.

Areas with the epidemic basically under control such as Cu Chi and Can Gio opened the first closed tour on September 19 and are expected to launch further tours in the near future.

Ba Ria - Vung Tau

Ba Ria - Vung Tau province allows 4 accommodation establishments to pilot receiving domestic guests including: Melia Ho Tram Resort, Binh Chau Hot Springs, The Grand Ho Tram Resort & Casino (Xuyen Moc district) and Six Senses Con Dao Resort (Con Dao district) if they ensure epidemic prevention and control conditions as required by the Provincial People's Committee.

For visitors, before arriving at the hotel, they must have a negative Covid-19 test result within 24 hours; must have received 2 doses of vaccine, the last dose must be at least 14 days but not more than 12 months. Each guest must be tested periodically while staying at the hotel. For guests staying 1 week, RT-PCR test on the first day and 6th day. For guests staying 2 weeks, RT-PCR test on the first day, 6th day and 13th day. Guests are not allowed to leave the hotel premises, travel by private car from the pick-up point in the provinces and cities to the hotel. In addition, visitors must book and deposit in advance to the hotel.

COVID-19 GREEN CARD/YELLOW CARD CONDITIONS

The Covid-19 green card is issued from an electronic database system showing that the individual meets one of the following conditions:

- For 2-dose vaccines (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V...): 14 days after the 2nd dose and periodic antigen testing for some working environments.

- For vaccines that only require one injection (Johnson & Johnson's Janssen...): 14 days after injection and periodic antigen testing for some working environments.

- People infected with SARS-CoV-2 who have recovered from the disease and completed the quarantine period, within 180 days from the date of recovery.

- People infected with SARS-CoV-2, self-tested, self-quarantined and then recovered must be tested to prove they have antibodies.

Covid yellow card holders are those who meet the following conditions:

- 1 injection for vaccines that require 2 doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V..) and 14 days have passed.

- Have negative periodic test results (every 3 days) (confirmed according to the instructions of the Department of Health and updated in the electronic database system to issue and renew the card).
