On September 29th, at Phong Nha - Ke Bang National Park, the Quang Binh Provincial Party Committee held a working session with departments, agencies, and tourism businesses to find solutions for the recovery and development of tourism in the coming period.
Accordingly, from October 1st, the province will allow tourism businesses to welcome tourists who have been vaccinated against Covid-19. Specifically, tourists who have received two doses will be issued a green card, while those who have received only one dose will be issued a yellow card, provided they also test negative with a rapid test or RT-PCR test. These tourists will stay and participate in closed tours, and will not be allowed to freely engage in activities outside the designated area. The province will issue guidelines for safe tourism and implement disease prevention measures.

To create a sense of security for tourists, staff who interact with guests must also have a green card. Workers in other departments must have a green or yellow card. All will be tested every 7 days; those who have not been vaccinated can only be tested online. Mr. Nguyen Van Ky, Chairman of the Quang Binh Provincial Tourism Association, suggested that the province prioritize administering two doses of the vaccine to those working in the tourism industry and their family members.
Quang Binh will soon issue specific guidelines for businesses to welcome tourists and design tour routes. The province will also create a "green corridor" between Quang Binh and tourist destinations in other provinces and cities nationwide.
Mr. Ho An Phong, Vice Chairman of the Quang Binh Provincial People's Committee, said: "Reopening to tourists must ensure green tourism and safety for visitors, continuing to build Quang Binh as a safe and unique destination."

In the first nine months of the year, the total number of tourists visiting Quang Binh reached nearly 550,000, a decrease of 66% compared to the same period last year. Currently, the province has only just begun to control the epidemic, is still applying social distancing measures in some areas, mass tourism activities have not yet reopened, and travel between localities remains restricted.
In August and September, the Covid-19 outbreak intensified in Quang Binh province. To date, the province has recorded 1,669 cases, of which 1,215 have recovered.
COVID-19 GREEN/YELLOW CARD REQUIREMENTS
A Covid-19 green card is issued from an electronic database system indicating that the individual meets one of the following conditions:
- For vaccines that require two doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V, etc.): 14 days after the second dose, and periodic antigen testing for certain work environments.
- For vaccines requiring only one dose (Johnson & Johnson's Janssen...): 14 days after vaccination, and periodic antigen testing for certain work environments.
- Individuals infected with SARS-CoV-2 who have recovered and completed their quarantine period, within 180 days of recovery.
- Individuals infected with SARS-CoV-2 who self-test, self-isolate, and subsequently recover must undergo testing to demonstrate the presence of antibodies.
Those who receive a Covid Yellow Card are eligible:
- Administer one dose for vaccines that require two doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V, etc.) and after 14 days have passed.
- Having negative results from routine testing (every 3 days) (confirmed according to the guidelines of the Department of Health and updated in the electronic database system for card issuance and renewal).
