The Ministry of Transport has issued temporary regulations on domestic travel.

Minister of Transport Nguyen Van The has just signed a decision promulgating temporary guidelines on the organization of passenger transport activities in 5 sectors (road, rail, inland waterway, maritime, and air), effective from October 1st. Accordingly, traffic participants do not need to be tested if they have received one dose of vaccine.

No test is needed if you have already received one dose of the vaccine.

Accordingly, passenger transport is organized based on risk assessment and applicable levels.

In localities/regions with very high risk (level 4): suspend public passenger transport services (except taxis, ride-hailing vehicles with fewer than 9 seats and partitions, and electronic payment options). If passenger transport vehicles have a mandatory route through this area, they are not allowed to stop or park.

In high-risk areas/regions (level 3): public transport by road, rail, inland waterway, and maritime is allowed to operate at or below 50% capacity (trips/journeys or number of seats on the vehicle).

In low-risk (level 1) and medium-risk (level 2) areas/regions: traffic can operate normally.

Passengers traveling by air, rail, or sea (except for routes from the mainland to islands) must comply with the "5K Message"; declare their health status as prescribed by the Ministry of Health; and have a negative Covid-19 test result within 72 hours (from receiving the result) using RT-PCR or a rapid antigen test. Testing is not required for individuals who have received one dose of the vaccine within the last three weeks, have received all doses, or have recovered from Covid-19 within the last six months.

Regarding air travel:The extraction frequency is carried out in 4 phases.

Phase 1 (maximum 10 days from the date the guidelines are applied): the frequency on each route for each airline shall not exceed 50% of the average of the first 10 days of April 2021 for that airline, with social distancing measures in place on board.

Phase 2 (maximum 10 days from the end of Phase 1): the frequency on each route for each airline shall not exceed 70% of the average of the first 10 days of April 2021 for that airline, with no social distancing measures in place on board.

Phase 3 (implemented from the end of Phase 2): The frequency on each route with each airline shall not exceed the average frequency of that airline during the first 10 days of April 2021, with no social distancing measures in place on the aircraft.

Phase 4 (new normal): Normal operations resume.

By road:Drivers and service staff must be tested for Covid-19 if they have a cough, fever, shortness of breath, or any related epidemiological factors. These individuals must be tested for Covid-19 weekly or receive all doses of the vaccine, depending on the level of risk in their area...

For inter-provincial passenger vehicles, buses, taxis, contract vehicles, tourist vehicles, and student transport: the Department of Transport advises the Provincial People's Committee to make decisions based on the risk level in each location.

For interprovincial passenger buses: the transportation departments at both ends of the route will advise the Provincial People's Committee to allow them to resume operations; based on the Covid-19 situation in the locality, the two transportation departments will agree to apply the operating frequency according to the risk level of each area.

With railways:Train drivers and onboard service staff must comply with disease prevention regulations depending on the severity of the epidemic in each locality, similar to bus and taxi drivers.

Based on the Covid-19 situation in each locality and the consensus of the People's Committees of the provinces with railway stations (departure and arrival points), the Vietnam Railway Authority decides to apply the number of trains operating and the number of stations stopping to pick up and drop off passengers on the route, ensuring the operating frequency corresponds to the risk level of each locality and region.

Regarding sea transport (passenger routes from the mainland to the island):Crew members and service personnel on board ships should be tested for Covid-19 (using PCR or rapid antigen tests) if they experience cough, fever, shortness of breath, or have relevant epidemiological factors; in localities and areas with medium to high risk, testing should be done every 7 days.

Regarding the frequency of operations and the number of seats on board, based on the consensus of the Department of Transport and the local epidemic situation, the Vietnam Maritime Administration will decide on the number of trips or the number of seats on board according to the risk level of each locality/region.

For inland waterways:Crew members and service personnel on board the vessels implement disease prevention and control measures similar to those for passenger transport routes from the mainland to the islands. Based on the local epidemic situation, the transportation departments at both ends of the inland waterway terminals will decide to uniformly apply the number of operating trips and the corresponding seat spacing ratios according to the risk level of each locality.
