According to information from the Vietnam Civil Aviation Authority, the agency has received documents from the leaders of the aforementioned provinces and cities regarding the plan for operating domestic flights to and from airports in their respective areas.
Accordingly, the People's Committee of Binh Dinh province agreed with the plan to operate domestic flights to and from Phu Cat Airport. The People's Committee of Khanh Hoa province also issued a document agreeing with the proposals for operating domestic air transport in phase 1 to and from Cam Ranh International Airport.
Similarly, the People's Committee of Dien Bien province has issued a document agreeing with the plan to restore air transport in phase 1, expected to be implemented from October 5th, as proposed by the Civil Aviation Authority. Prior to that, on October 3rd, the People's Committee of Phu Yen province also issued a document agreeing with the proposal to operate air transport in phase 1 with a frequency of 3 round-trip flights/day (Phu Yen - Hanoi) and 4 flights/day (Phu Yen - Ho Chi Minh City).

Most recently, the Ho Chi Minh City People's Committee also issued a document "basically agreeing with the draft plan for operating domestic flight routes". Specifically for the Ho Chi Minh City - Hanoi route, the city requested the Civil Aviation Authority to organize a number of (round-trip) flights per week to partially address the urgent travel needs between the Southern key economic region and Hanoi and other provinces and cities in the North.
In addition, the Civil Aviation Authority has received a document from Gia Lai province stating its disagreement with reopening the flight route from October 5th. After October 15th, based on the pandemic situation, the province will propose resuming flight operations. Previously, Hai Phong City also disagreed with the plan to reopen the flight route based on the Ministry of Transport's survey.

On the evening of October 4th, the Hanoi People's Committee also sent an urgent letter to the Civil Aviation Authority of Vietnam requesting clarification on several issues and stating that domestic flights would only be operated after written agreement. Specifically, the city requested the Ministry of Transport and the Civil Aviation Authority to develop a proposed flight route plan to and from Noi Bai Airport for feedback from Hanoi and neighboring localities, and that flights would only be operated after local approval.
Hanoi City has requested the Civil Aviation Authority to clarify criteria for passengers, only allowing passengers from green zones to travel if needed, while passengers from orange and red zones must have the approval of the local authorities at both their departure and arrival points. Hanoi also requested residents of Ho Chi Minh City, Binh Duong, Dong Nai, and Long An to temporarily refrain from traveling to other localities.
