On the afternoon of September 19, at an online meeting between the City Command and the Commands of departments, branches, districts, towns on Covid-19 epidemic prevention, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan informed that after September 21, the city will not be divided into regions as before, but will be divided into areas with risks to prevent and control the epidemic effectively. Specifically, areas with very high risks of F0 cases will become "red spots" that must apply Directive No. 16, implementing lockdown and medical isolation.
Regarding some principles and major orientations after September 21, the city will not apply zoning regulations, nor apply Travel Permits to organizations, individuals, and businesses moving within the city. Increase the application of information technology in monitoring movement. No additional administrative procedures will arise for individuals and businesses.
The city also plans to allow construction projects to resume operations under safe conditions. Construction in epidemic areas is not allowed, or if construction is underway and there is an F0, it must be stopped. "Experience shows that relaxation must be accompanied by strict control. The city will maintain 23 checkpoints at the entrance and exit points," said Mr. Tuan. This means that people from Hanoi going to the provinces and people from the provinces entering the city will be strictly controlled.

The city will continue to administer the second dose of Covid-19 vaccine to people aged 18 and older in October and November when supplies are available. Mr. Tuan assessed this as an important condition to achieve the "dual goal" of both preventing and fighting the epidemic and developing the economy and society.
During the fourth wave, Hanoi recorded 3,922 Covid-19 cases. The number of cases has decreased from an average of 71.2 cases/day during the first wave of social distancing to 15 cases/day. The city still has some epidemic hotspots such as Viet Hung ward (Long Bien district), Thanh Xuan Trung (Thanh Xuan district) and some areas in Hoang Mai and Dong Da districts.
More than 5.6 million people aged 18 and over have received the first dose of the vaccine, reaching a rate of 94.2%.
