The Traffic Police Department of Hanoi City Police sent a notice on traffic diversion and vehicle direction organization during the "Cultural Festival for Peace" to celebrate the 70th anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2024), including many routes where vehicles are completely prohibited.
Specifically, from 2:00 p.m. on October 4, 2024 to 12:00 a.m. on October 6, 2024, vehicles (except vehicles with security badges and vehicles serving the Festival) are prohibited from circulating on the following routes: Dinh Tien Hoang, Le Lai (from Ly Thai To to Dinh Tien Hoang), Le Thach, Dinh Le, Nguyen Xi, Trang Tien (from Ngo Quyen to Dinh Tien Hoang), Hang Khay, Le Thai To, Hang Dau (from Lo Su - Hang Dau intersection to Dinh Tien Hoang), Dong Kinh Nghia Thuc Square area, Tran Nguyen Han (from Ly Thai To to Dinh Tien Hoang), Luong Van Can (from Hang Hanh alley to Le Thai To), Bao Khanh (from Bao Khanh alley to Le Thai To), Hang Bai (from Hai Ba Trung to Trang Tien).

In addition, the routes are temporarily banned and restricted for vehicles: from 1 p.m. to 12 a.m. on October 4, 2024 and from 5 a.m. to 12 a.m. on October 5 and 6, 2024, cargo vehicles with a cargo weight of 500 kg or more, passenger vehicles with 29 seats or more (except vehicles handling incidents, vehicles with security badges) are temporarily banned and restricted for private cars operating on some routes: Ngo Quyen, Ly Thai To, Tran Nguyen Han, Nguyen Huu Huan, Le Lai (section from Ly Thai To to Tran Quang Khai), Ba Trieu (from Hang Khay to Tran Hung Dao), Hang Bai (section from Hai Ba Trung to Ham Long), Ly Thuong Kiet, Tran Hung Dao, Hai Ba Trung, Le Thanh Tong, Phan Chu Trinh, Tran Quang Khai, Tran Khanh Du, Pho Hue.

During the ban and temporary ban period, vehicles from eastern and northeastern districts such as Gia Lam and Long Bien and western and northwestern districts such as Hai Ba Trung, Dong Da, Cau Giay, Hoai Duc and Dan Phuong can pass through Nhat Tan, Long Bien, Vinh Tuy, Thanh Tri bridges, dyke 401, Tran Nhat Duat, Yen Phu, Thanh Nien, Vo Chi Cong, beltway 3 and vice versa.
Vehicles from the north such as Tay Ho, Dong Anh, Soc Son to southern districts such as Hoang Mai, Thanh Tri pass through Thang Long, Nhat Tan, Vo Chi Cong, Pham Van Dong, Pham Hung bridges, beltway 2, beltway 3 and vice versa.
During the above time, temporarily stop keeping vehicles on the streets to serve the operation and arrangement of vehicles for the festival.
For other routes and vehicles, comply with the regulations on the operation of means of transport in Hanoi issued under Decision No. 06/2013/QD-UBND dated January 25, 2013 of the Hanoi People's Committee (amended and supplemented by Decision No. 24/2020/QD-UBND dated October 2, 2020 of the Hanoi People's Committee) and other regulatory documents of competent authorities.
At the same time, vehicle parking on the streets mentioned in section 1 will be temporarily suspended to serve the operation and arrangement of vehicles for the Festival. Traffic participants are required to comply with the Road Traffic Law and traffic flow instructions of the authorities.
