On April 29, the Quang Ninh Provincial Party Committee issued Directive No. 36-CT/TU on continuing to implement measures to prevent and control the Covid-19 epidemic in the new situation and stabilize the socio-economy in the province. This Directive requires Party committees, Party organizations, Party executive committees, Youth Unions, authorities, the Fatherland Front and socio-political organizations, directly the heads of Party committees, authorities, agencies and units to strictly implement measures to prevent and control the epidemic according to the direction of the Central Government and the province.
Accordingly, Quang Ninh firmly implements the principles and motto: "taking epidemic prevention as a priority", "locking down the risk of disease transmission from outside, isolating, thoroughly suppressing the epidemic from inside, and treating effectively", preventing, detecting, isolating, isolating, suppressing the epidemic, conducting rapid testing, not allowing the epidemic to spread widely, not allowing deaths due to Covid-19 according to the motto "3 before", "4 on-site".
On the basis of having to control the epidemic well in each agency, locality and unit, Quang Ninh province has loosened restrictive measures to serve epidemic prevention and control in accordance with the epidemic developments in each district, commune, village, hamlet and residential area corresponding to the risk levels of disease infection.
Tourist attractions, historical and cultural relic sites, scenic spots, commercial and service businesses, and sports training areas are allowed to reopen but must strictly implement measures to ensure safety and epidemic prevention for everyone.
Directive 36 requires that festivals and celebrations are not held. For events serving political, economic and social purposes that are truly necessary to be held, the heads of local Party committees and authorities must proactively decide and strictly implement measures to prevent and control infection. Quang Ninh province still temporarily suspends festivals, religious ceremonies, sports tournaments, events with large gatherings in public places, stadiums and other unnecessary large events; and activities of non-essential service businesses.
Although still cautious in easing restrictions, Quang Ninh has urgently planned to restore and develop the tourism industry and identified the domestic market as the main market. The international tourist market, especially the Northeast Asia region, will be prioritized when the Covid-19 epidemic is well controlled in the future. The Provincial Party Committee also requested to facilitate the circulation of goods, production, business, services; inter-provincial and intra-provincial public passenger transport activities but must strictly ensure epidemic prevention and control measures. Detailed instructions on implementing epidemic prevention and control measures are provided based on the direction of the Central Government, the province and local practices.
In particular, Quang Ninh has strengthened inspection and supervision of the implementation of epidemic prevention and control measures at agencies, units, schools, hospitals, production, business and service establishments and crowded areas in the area; strictly detecting and handling violations according to the provisions of law.
