Quang Ninh allows tourism and service activities to resume.

On April 29, the Quang Ninh Provincial Party Committee issued Directive No. 36-CT/TU on continuing to implement measures to prevent and control the Covid-19 epidemic in the new situation and stabilize the socio-economic situation in the province. This directive requires all Party committees, Party organizations, Party committees at all levels, mass organizations, the government, the Fatherland Front, and socio-political organizations, especially the heads of Party committees, governments, agencies, and units, to strictly implement epidemic prevention and control measures as directed by the Central Government and the province.

Accordingly, Quang Ninh province is steadfast in implementing the principles and guidelines: "prioritizing disease prevention," "strictly controlling the risk of infection from outside, thoroughly isolating and eradicating outbreaks from within, and providing effective treatment," preventing, detecting, isolating, containing, and eradicating outbreaks, conducting rapid testing, preventing the spread of the disease to a large scale, and preventing deaths due to Covid-19 according to the "3 before" and "4 on-site" principles.

Based on the principle of effectively controlling the epidemic in each agency, locality, and unit, Quang Ninh province is implementing the easing of restrictions to serve epidemic prevention and control in accordance with the developments of the epidemic in each district, commune, village, hamlet, and residential area, corresponding to different levels of risk of infection.

Tourist attractions, historical and cultural sites, scenic spots, commercial and service establishments, and sports training areas are allowed to reopen, but must strictly implement measures to ensure safety and prevent the spread of the disease for everyone.

Directive 36 stipulates that no celebrations or parties should be held. For events serving essential political, economic, and social purposes that must be organized, the heads of local Party committees and governments should proactively decide and strictly implement infection prevention and control measures. Quang Ninh province continues to temporarily suspend festivals, religious ceremonies, sports tournaments, events with large gatherings in public places, stadiums, and other large, non-essential events; and the operation of non-essential service businesses.

While remaining cautious about easing restrictions, Quang Ninh has urgently planned for the recovery and development of its tourism industry, prioritizing the domestic market. The international market, especially from Northeast Asia, will be prioritized once the Covid-19 pandemic is well controlled in the future. The province is intensifying promotional and marketing activities to affirm that tourism is operating normally and that Quang Ninh is a friendly and safe destination.

The Provincial Party Committee also requested that favorable conditions be created for the circulation of goods, production, business, and services; and for inter-provincial and intra-provincial public passenger transport, while strictly ensuring disease prevention and control measures. Detailed guidance on implementing disease prevention and control measures should be provided based on directives from the Central Government, the province, and local realities.

In particular, Quang Ninh has intensified inspections and supervision of the implementation of epidemic prevention and control measures at agencies, units, schools, hospitals, production and business establishments, service facilities, and areas with large gatherings of people in the province; detecting and strictly and publicly handling cases of violations according to the law. It continues to strictly control border gates, trails, and open routes to prevent illegal border crossings and routes to ports and wharves from sea to land.
