With 87.37% of delegates voting in favor, the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Thua Thien-Hue province.
In this regard, the National Assembly agreed to allow the province to establish the Hue Heritage Conservation Fund to supplement resources for the restoration and preservation of heritage sites. This is a national fund established by the Government and directly managed by Thua Thien-Hue province. The fund receives support from the state budget of provinces and centrally-administered cities, donations from organizations and individuals both domestically and internationally, and other legitimate sources of revenue.
Hue Imperial Citadel
The resolution clearly states that the budget of Thua Thien-Hue province will not be used to support the Fund. The Fund's revenue will only be used to invest in the restoration, preservation, and development of Hue's heritage values, and to invest in projects and items that have not been funded by the state budget or have not been adequately funded.
Furthermore, the Resolution clearly states that entrance fees to historical sites in Thua Thien-Hue province are fully remitted to the state budget. Local budgets are allocated an amount equivalent to the revenue from entrance fees remitted to the state budget to invest in the restoration of historical and cultural relics in the area.
Khai Dinh Mausoleum
The Resolution takes effect from January 1, 2022, and will be implemented for five years. The National Assembly assigns the Government to conduct a preliminary review of the Resolution's implementation after three years and report to the National Assembly at the end of 2024, and to summarize the Resolution's implementation and report to the National Assembly at the end of 2026.
