With 87.37% of delegates in favor, the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Thua Thien-Hue province.
In particular, the National Assembly agreed to allow the province to establish the Hue Heritage Conservation Fund to supplement resources for heritage restoration and conservation. This is a National Fund established by the Government and assigned to Thua Thien-Hue province for direct management. The Fund is received from the state budget of the provinces and centrally-run cities, funding from domestic and foreign organizations and individuals and other legal sources of income.

The resolution clearly states that the Thua Thien-Hue provincial budget will not be used to support the Fund. The Fund's revenue will only be used to invest in the restoration, conservation, and development of Hue heritage values and to invest in projects and items that have not yet received investment from the state budget or have not received enough investment.
In addition, the Resolution clearly states that the entrance fee to relics in Thua Thien-Hue province is fully paid into the state budget. The local budget is allocated to invest in the amount of entrance fee collected into the state budget to carry out investment in the restoration of historical and cultural relics in the area.

The Resolution takes effect from January 1, 2022 and will be implemented for 5 years. The National Assembly assigns the Government to review the 3-year implementation of the Resolution and report to the National Assembly at the end of 2024 session, and to review the implementation of the Resolution and report to the National Assembly at the end of 2026 session.
