Vietnam builds roadmap to recognize "vaccine passports"

The Government agrees with the Ministry of Foreign Affairs' proposal on a roadmap to adjust immigration policies and health measures for entrants with "vaccine passports." The information was announced at the Ministry of Foreign Affairs' regular press conference on the afternoon of June 24.

Specifically, implementing the Government's direction, the Ministry of Foreign Affairs is coordinating with the Ministry of Health and relevant authorities to research and propose creating more favorable conditions for entry and exit in the direction of: Promoting mutual recognition of vaccination certificates - vaccine passports; considering reducing quarantine time and the number of tests for those who have been vaccinated and meet medical test results; proposing a roadmap to expand the subjects of entry and exit in accordance with the epidemic situation.

At the regular meeting of the National Steering Committee for Covid-19 Prevention and Control on April 9, a representative of the Ministry of Health proposed a quarantine plan for those entering the country using "vaccine passports": 7-day centralized quarantine, if the SARS-CoV-2 test is negative twice, then they will be quarantined at home or at their place of residence for 7 days.

Accordingly, citizens of countries and territories that have bilateral or multilateral agreements with Vietnam on "vaccine passports" must be confirmed by competent authorities of the country or territory to have received the full dose of Covid-19 vaccine, on schedule, and must have been vaccinated within a period of at least 2 weeks and no more than 12 months from the date of the last vaccination.

Cases of entry and exit using a "vaccine passport" must have a QR code confirming or present a certificate of Covid-19 vaccination from a competent authority of the country or territory.

Also on the afternoon of June 24, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the agency is urgently developing a pilot plan to welcome international visitors with vaccine passports to Phu Quoc (Kien Giang).

The Ministry of Health presides over and coordinates with relevant units to research and pilot the use of vaccine passports for international visitors to some tourist centers that can control the epidemic.

Previously, at a meeting in early April, the National Steering Committee for Covid-19 Prevention and Control agreed on three groups of people entering the country who are expected to be eligible for vaccine passports: Vietnamese people stranded abroad who have been vaccinated against Covid-19; foreigners entering Vietnam for investment and business purposes; and international tourists.

It is expected that Vietnam will welcome tourists from countries that have controlled the epidemic well and implemented vaccination to achieve community immunity. The destinations are tourist and resort areas that can control people entering safely and have procedures to control travel and contact within the country.
