According to the incident report, while the plane was in flight, the male passenger sitting in seat 17E used his hand to touch the thigh of the female passenger sitting in seat 17D next to him. The incident was witnessed by the passenger sitting in seat 17F.
The flight attendant made a record of the male passenger's molestation and handed it over to the Southern Airport Authority for handling as soon as the plane landed at Tan Son Nhat Airport (HCMC).
The Southern Airport Authority determined that the male passenger had “made a teasing gesture, insulting the honor and dignity of passengers on the plane, but not to the extent of being prosecuted for criminal liability.” Pursuant to Decree 162/2018/ND-CP on administrative sanctions for violations in the field of civil aviation, the Southern Airport Authority decided to fine the male passenger VND 8.5 million.
