These tours often offer attractive activities such as night squid fishing, exploring deserted islands (3, 4, 5 islands...), promising to bring new and interesting experiences to tourists.
In addition, information about spontaneous tours to "deserted islands" in the Ha Long Bay complex has been spreading on social networks. These islands have not been licensed by state management agencies for tourism activities, posing many potential risks to tourists and the environment.
Many videos of tourists exploring Carp Island (Thanh Lan Commune, Co To District, Quang Ninh) with its wild and lyrical beauty have attracted millions of viewers. Famous for its long stretch of white sand beaches, emerald green seawater and unique sedimentary rock formations, Carp Island has quickly become an emerging destination in Co To.
However, up to now, Carp Island has temporarily stopped receiving visitors because there is no recognized traffic route and tourist destination, so it cannot be implemented. Currently, the People's Committee of Co To District is assigning Thanh Lan Commune to rebuild the project to open a tour to Carp Island to put into regular operation, serving tourists.

Regarding this matter, the People's Committee of Ha Long City has the following opinion: The People's Committee of Ha Long City recommends that people and tourists be vigilant against information about spontaneous tours to "deserted islands" in Ha Long Bay that have not been permitted by state management agencies to exploit tourism activities of organizations and individuals on social networks.
Quang Ninh Department of Information and Communications coordinated with Ha Long City People's Committee to post relevant information about violations related to spontaneous tours to island areas that have not been permitted by state management agencies to exploit tourism activities.
