Participating in these "unauthorized" tours poses many safety risks for tourists due to a lack of safety measures, substandard vehicles, and unqualified staff.
The operation of illegal tours negatively impacts the tourism environment due to littering, unsustainable exploitation of tourism resources, and disruption of public order and security.
Independent tours often utilize unsafe transportation, lack rescue and emergency response measures, and employ staff inexperienced in handling emergencies. The operation of these "deserted island" tours can lead to competition for tourists, causing security and order issues in tourist areas.
Co To Island is a popular tourist destination, which is why many illegal tours take place there.
Particularly on popular platforms like Zalo, TikTok, and Facebook, images and videos advertising cheap, unlicensed tours are rampant, attracting the attention of many people. These tours often offer attractive activities such as night squid fishing, exploring deserted islands (3, 4, 5 islands...), promising new and exciting experiences for tourists.
Furthermore, information is circulating on social media about unauthorized tours to "uninhabited islands" within the Ha Long Bay complex. These islands have not been licensed for tourism activities by state management agencies, posing many risks to tourists and the environment.
Numerous videos showcasing tourists exploring Carp Island (Thanh Lan commune, Co To district, Quang Ninh province) with its pristine and romantic beauty have attracted millions of views. Famous for its long stretches of fine white sand beaches, turquoise waters, and unique sedimentary rock formations, Carp Island has quickly become a popular new destination in Co To.
However, as of now, Carp Island has temporarily suspended receiving tourists because there are no officially recognized transportation routes or tourist destinations, making it impossible to implement tourism activities. Currently, the People's Committee of Co To District is assigning Thanh Lan commune to revise the plan for opening tours to Carp Island to officially operate and serve tourists.

Regarding this matter, the People's Committee of Ha Long City has the following opinion: The People's Committee of Ha Long City requests that residents and tourists be wary of information on social media about unauthorized tours to "deserted islands" in Ha Long Bay that have not been licensed for tourism activities by state management agencies.
The Quang Ninh Department of Information and Communications, in coordination with the Ha Long City People's Committee, has published relevant information regarding violations related to unauthorized tourist tours to island areas that have not been licensed for tourism activities by state management agencies.
