Starting on October 28, 2019, the main contractor will conduct the final 25-day trial run of the Cat Linh - Ha Dong railway line (5 days of preparation and 20 days of integrated trial run). The purpose of the 20-day integrated trial run is to demonstrate the safety and completeness of the system, and to verify the capabilities of the operating team. This is a mandatory step and a key part of the acceptance process.
The entire operation of this project is being carried out by Vietnamese staff of Hanoi Metro Company Limited.
According to Ms. Mach Thu Tuyen, Head of Training at the Chinese main contractor, the project had previously undergone trial operation of the entire system, but under the supervision of Chinese experts from Shenzhen Metro Company; this time, however, the entire operation of the project is being carried out by Vietnamese staff from Hanoi Metro Company Limited.
"These 20 days will verify the system's safety and the operational capabilities of all staff. This is a mandatory step in the acceptance process," said Ms. Mach Thu Tuyen.
Electronic signage, lighting systems, and public address systems at stations and on trains must be fully operational and ensure smooth and stable functioning.
According to a report from the Ministry of Transport in early October 2019, the Cat Linh - Ha Dong railway project has completed the infrastructure construction phase, including over 13 km of elevated bridges, 12 elevated stations, 16 single-unit depot areas, and landscaping.
However, the project has not yet been completed, handed over, and put into commercial operation due to several outstanding issues, including the fact that the main contractor has not yet provided sufficient certificates and documents to assess the system's safety.
Meanwhile, Mr. Duong Hong, Project Director of the Cat Linh - Ha Dong railway project (Chinese main contractor), said that his unit had provided all the necessary documents to the Vietnamese investor according to the EPC contract. However, some of the investor's later requests were difficult to meet. "For example, some equipment products were manufactured a long time ago, and the documentation for these products must have been completed during the production process. The investor requested this documentation, which is impossible to obtain, or if available, it would be forged," he said.
Regarding the system-wide commissioning process, the General Contractor will be responsible for implementing it according to the plan to assess the proficiency of the personnel directly operating the system and their ability to respond to emergencies.
