Cat Linh - Ha Dong railway officially runs final test

The General Contractor representative said that all construction items have been completed and this will be the final test run to prove the system's safe operation. The acceptance results will be handed over to the Ministry of Transport.

Starting from October 28, 2019, the General Contractor will conduct the final test run of the Cat Linh - Ha Dong railway line for 25 days (5 days of preparation and 20 days of integrated test run). The purpose of the 20-day integrated test run is to demonstrate the safety and completeness of the system, and to verify the capacity of the operating team. This is a mandatory step and also the main content of the acceptance process.

According to Ms. Mach Thu Tuyen, Head of Training Department of the Chinese General Contractor, the project had previously been tested for the entire system, but under the supervision of Chinese experts from Shenzhen Metro Company; but this time the entire project operation was carried out by Vietnamese staff from Hanoi Metro Company Limited.

"These 20 days will verify the system's safety and the operational capacity of all employees. This is a mandatory step in the acceptance process," said Ms. Mach Thu Tuyen.

However, the project has not been completed, handed over and put into commercial operation due to some remaining problems, including the fact that the General Contractor has not provided enough certificates, documents... to have a basis for assessing the safety of the system.

Meanwhile, Mr. Duong Hong, Director of the Cat Linh - Ha Dong railway project (Chinese general contractor) said that this unit has provided all documents to the Vietnamese investor according to the EPC contract. Some of the investor's later requirements are difficult to meet. "For example, some equipment products have been manufactured for a long time, the documents of this product must be completed during the production process. The investor requested that these documents cannot be available, if they are available, they are fake," he said.

Regarding the entire system's commissioning process, the General Contractor will be responsible for following the outline to evaluate the proficiency of the direct operating personnel and the ability to respond to emergency situations.
