Expand the scope of road closures and time restrictions.

Key streets in the central area such as Hoang Hoa Tham, Thuy Khue (from Hung Vuong to Van Cao), Mai Xuan Thuong, Quan Thanh, Phan Dinh Phung, Hung Vuong, Hoang Van Thu, Doc Lap, Chua Mot Cot, Bac Son, Ton That Dam, Nguyen Canh Chan, Hoang Dieu, Cua Bac and Yen Phu will be completely closed from 12:30 PM on August 24th to 2:00 AM on August 25th.

Traffic flow is managed by area and vehicle type.

In addition to completely banning traffic on major roads, the city police also issued temporary bans and traffic restrictions in specific areas. Specifically, roads within Ring Road 1 will be temporarily closed to most vehicles, allowing only priority vehicles, official vehicles, buses, garbage trucks, and vehicles serving events. For the area between Ring Road 1 and Ring Road 2, trucks with a total weight of 1.5 tons or more and passenger vehicles with 16 seats or more will be temporarily banned to reduce traffic congestion on these roads.

To assist residents and other vehicles, the city police also issued recommendations to restrict traffic on certain routes. Routes within the area from Ring Road II to Ring Road III are advised to restrict commercial vehicles with fewer than 16 seats, private cars, and motorcycles. Similarly, routes from Ring Road I to Ring Road II are also advised to restrict vehicles. For routes leading to the outskirts of the city, such as National Highway 32, Thang Long Boulevard, National Highway 6, etc., certain restrictions will also be in place, except for public transport and priority vehicles.

To facilitate traffic flow during the traffic diversion period, the city police have issued specific guidelines. Vehicles from the East (National Highway 5, Hanoi - Bac Giang Expressway, Hanoi - Hai Phong Expressway) wishing to travel South (Cau Gie - Ninh Binh Expressway) are advised to use Thanh Tri Bridge and the elevated Ring Road III. Vehicles from the North (Thai Nguyen, Tuyen Quang, Phu Tho) traveling South can use National Highway 2, Vo Van Kiet Street, Thang Long Bridge, the elevated Ring Road III, and then proceed to the Cau Gie - Ninh Binh Expressway.

In particular, the Hanoi City Police encourage people from other provinces and localities attending the event to use public transportation such as buses and elevated trains. The Cat Linh - Ha Dong and Nho Son - Hanoi Station urban railway lines are considered the optimal choice, helping people easily access central areas. At the same time, relevant agencies such as the Department of Construction, the Hanoi Transport Corporation, and the Vietnam Railway Corporation are also requested to maximize the number of vehicles, widely publicize service times, and adjust bus routes to suit the traffic diversion plan. The Hanoi - Dong Dang railway line will also temporarily suspend operations during the rehearsal ceremony.

Finally, the Hanoi City Police Department calls on all citizens to voluntarily and strictly comply with the Road Traffic Law. When encountering priority vehicles, people should quickly move to the right side of the road, stop completely, or turn into the nearest side roads or intersections to give way. People attending parades and processions should stand on the sidewalks and not push or spill onto the road, causing obstruction.

Since the event schedule may change to accommodate the program, citizens should regularly update information on the official websites of the Hanoi Police and other mainstream media outlets. Proactively understanding and complying with traffic flow regulations will contribute to ensuring security and safety, helping the General Training Ceremony and the 80th National Day Celebration to be a success, leaving a lasting impression on every Vietnamese citizen.
