The Civil Aviation Authority of Vietnam (CAAV) has directed that, in order to best serve the travel needs of passengers during the April 30th - May 1st holiday period and the peak summer season of 2025, a series of measures have been requested to be implemented synchronously.
In particular, the Civil Aviation Authority of Vietnam (CAAV) emphasized the role of the two major airlines, Vietnam Airlines and Vietjet, in strengthening comprehensive and effective communication regarding the transfer of domestic flights to the modern Terminal 3 at Tan Son Nhat International Airport, Ho Chi Minh City. Simultaneously, the airlines need to proactively develop and implement practical support policies for passengers who unfortunately miss their flights due to terminal confusion, demonstrating a sense of responsibility and concern for the user experience.
The Vietnam Civil Aviation Authority has requested airlines to develop plans to increase flights and best meet the transportation needs of passengers during the April 30th - May 1st holiday period.
To meet the anticipated surge in transportation demand during the April 30th holiday, the Civil Aviation Authority of Vietnam (CAAV) has requested airlines to urgently allocate resources appropriately and develop detailed and flexible plans for increasing flights. Priority should be given to adding flights on high-demand routes, while also increasing operations during off-peak hours and even at night to optimize capacity and reduce pressure on peak hours. A key requirement emphasized by the CAAV is that airlines must minimize delays and cancellations caused by the airlines themselves, ensuring stable travel schedules for passengers.
In fact, according to statistics from the Civil Aviation Authority of Vietnam in February, the on-time performance rate of Vietnamese airlines only reached an average of over 67%, while the number of delayed flights accounted for a significant proportion, nearly 33%, equivalent to 7,213 flights. Analysis of the causes shows that late aircraft arrivals accounted for the highest percentage, over 59%. Canceled flights also stemmed from various factors such as unfavorable weather conditions and technical issues.
Airlines need to promptly add flights on high-demand routes and increase operations during off-peak hours and nighttime hours.
In this new directive, the Civil Aviation Authority of Vietnam (CAAV) also specifically requested airlines to strictly comply with current regulations on domestic air transport fares, ensuring that ticket sales remain within the prescribed price range and adhere to each airline's domestic transport pricing policy. At the same time, airlines must fully fulfill their responsibilities and obligations to passengers in the event of flight cancellations or prolonged delays.
Regarding infrastructure, the Civil Aviation Authority of Vietnam (CAAV) has issued a document requesting the Vietnam Airports Corporation (ACV) and Van Don International Airport (Quang Ninh) to proactively coordinate closely with relevant agencies and units to finalize a detailed plan for transferring domestic flights of Vietnam Airlines and Vietjet Air to Terminal 3 at Tan Son Nhat International Airport. In particular, it is necessary to enhance visual and easily understandable information guidance methods to help passengers, especially connecting passengers, avoid going to the wrong terminal at Tan Son Nhat International Airport, preventing the creation of "hot spots" that cause passenger dissatisfaction at airports.
The Department also requested the Airports Corporation of Vietnam to develop a plan to enhance service capacity and prevent "hot spots" or passenger dissatisfaction in airport areas.
Furthermore, the Civil Aviation Authority of Vietnam (CAAV) also requested ACV and airports to arrange the most convenient aircraft parking positions for public bus routes operating at the airport, making it easy for passengers to identify and use this service. At the same time, contingency plans should be in place to quickly and efficiently transfer passengers in the event of traffic congestion at the airport.
To ensure smooth flight operations, the Civil Aviation Authority of Vietnam (CAAV) has requested the Vietnam Air Traffic Management Corporation (VATM) to research and implement intelligent air traffic control solutions to minimize congestion of aircraft arriving at and departing from Noi Bai and Tan Son Nhat International Airports, especially during peak periods such as the April 30th - May 1st holiday and the summer of 2025.
Regarding airlines, the Civil Aviation Authority of Vietnam requested Vietnam Airlines and Vietjet to strengthen communication with passengers to ensure a smooth transition and minimize disruption to passengers.
Finally, the Civil Aviation Authority of Vietnam (CAAV) directed the Airport Authorities to closely coordinate with the Departments of Construction of provinces and centrally-governed cities with airports and other relevant functional forces to strengthen the organization of traffic flow in a scientific manner, minimizing traffic congestion on roads around airport areas, especially at Tan Son Nhat and Noi Bai International Airports. At the same time, it is necessary to proactively and promptly detect and strictly handle organizations or individuals involved in illegal taxi services, soliciting passengers, price gouging, or increasing ticket prices contrary to regulations, protecting the legitimate rights of citizens and tourists.
