Proposal for piloting "Vietnam Green Pass"

"Vietnam Green Pass" is a proposal by the Tourism Advisory Board (TAB) research group, aiming to contribute to resuming economic and tourism activities in the context of the Covid-19 pandemic that may have complicated and long-term developments.

According to TAB, the research team proposed the "Vietnam Green Pass" to bring peace of mind to the Government and local authorities; help businesses and people reopen their businesses and travel to soon recover economic development.

The group proposed using the concept of "Vietnam Green Pass" instead of "Vaccine Passport" to avoid incorrect understanding because this card is necessary and important for domestic travel, not just exit and entry.

The research team said that countries around the world have allowed people to use vaccination certificates to travel, domestic activities such as attending events, eating at restaurants. Currently, there are about 40 countries, territories and 6 international organizations implementing types of vaccination certificates for the above purposes.

According to TAB's proposal, the "Green Pass" should be issued free of charge to Vietnamese citizens and foreigners who have registered for temporary residence in Vietnam. This card will integrate personal identification information; passport information (if any); Covid-19 epidemic prevention medical information, including: Vaccination certificate, vaccine test certificate, recovery certificate (negative) after Covid-19 infection. In addition, there will be information on medical regulations of ministries, branches and government levels.

The card can display a QR code on a smartphone or printed on paper for the user to present upon request. The QR code displays green, yellow, and red colors, corresponding to permission, limited permission, and disallowance to a location, respectively, based on regulations of the Ministry of Health.

The "Vietnam Green Pass" will be the basis for people to use public transport or attend and use services such as festivals, sporting events, restaurants, museums, libraries, cinemas. This tool also facilitates the owner to travel to domestic localities that still need to control the epidemic; to travel abroad under bilateral or multilateral agreements between the Vietnamese Government and other countries and territories in the world.
