According to TAB, the research team proposed the "Vietnam Green Pass" to provide reassurance to the Government and local authorities; to help businesses and people reopen their operations and travel, thereby facilitating economic recovery and development.
The group proposed using the term "Vietnam Green Travel Card" instead of "Vaccination Passport" to avoid misunderstanding, as this card is necessary and important for domestic travel, not just for entry and exit.
The research team stated that countries around the world have allowed citizens to use vaccination certificates for travel and domestic activities such as attending events and dining at restaurants. Currently, approximately 40 countries and territories, and 6 international organizations have implemented various types of vaccination certificates for these purposes.

According to TAB's proposal, the "Green Pass" should be issued free of charge to Vietnamese citizens and foreigners who have registered for temporary residence in Vietnam. This card will integrate personal identification information; passport information (if available); and COVID-19 prevention and control health information, including: vaccination certificates, vaccine test certificates, and recovery certificates (negative test results) after COVID-19 infection. It will also include health regulations from ministries, sectors, and levels of government.
The card can display a QR code on a smartphone or be printed on paper for the user to present upon request. The QR code displays green, yellow, and red, respectively indicating permitted, restricted, and prohibited entry to a location, based on regulations from the Ministry of Health.

The "Vietnam Green Pass" will serve as a basis for people to use public transportation or attend and utilize services such as festivals, sporting events, restaurants, museums, libraries, and cinemas. This tool also facilitates business trips and tourism to domestic localities still requiring disease control; and international travel under bilateral or multilateral agreements between the Vietnamese Government and other countries and territories worldwide.
