Following the Prime Minister's directive, the Civil Aviation Authority of Vietnam has notified airlines of the suspension of all domestic passenger flights to and from airports in southern provinces and cities implementing social distancing measures, including Con Dao (Ba Ria-Vung Tau), Ca Mau (Ca Mau), and Rach Gia (Kien Giang).

Specifically, some routes operate at a minimum frequency, including:
The Phu Quoc-Hanoi route operates one flight per day, using an A321 aircraft, and is operated by Vietnam Airlines. However, Vietnam Airlines has no plans for July 19th, so Bamboo Airways will operate the route instead.
The Can Tho-Hanoi route operates one flight per day, using an A321 aircraft, and is operated by Vietnam Airlines. However, Vietnam Airlines has no plans for July 19th, so Bamboo Airways will operate the route instead.
Airlines operating flights on the Ho Chi Minh City-Hanoi route will reduce their frequency and capacity as announced on July 8th.
Airlines are reducing flight frequencies and capacity on routes between Ho Chi Minh City and Da Nang/Quy Nhon/Cam Ranh/Buon Ma Thuot.

Cargo flights are permitted without restrictions. Flights outside of the planned schedule, including those for medical purposes, will be considered by the Vietnam Civil Aviation Authority based on proposals from the People's Committees of the relevant provinces and cities.
The period of application is from 00:00 on July 19, 2021 to the end of August 1, 2021 (14 days).
The Vietnam Civil Aviation Authority requires airlines to inform all passengers on domestic flights that they are required to have a valid negative SARS-CoV-2 test certificate in accordance with current regulations of the Ministry of Health.

Also today, the Director of the Vietnam Civil Aviation Authority, Dinh Viet Thang, issued a document requesting airlines and airports to facilitate the transportation of people from Ho Chi Minh City and southern provinces back to their localities.

The Civil Aviation Authority requires Vietnamese airlines to work with local authorities and authorized organizations to plan and implement flights from Ho Chi Minh City and other airports in the southern region to provinces and cities nationwide on a package basis.
The flight organization plan must be approved by the receiving localities and include the number of passengers, the travel route from the airport to the receiving location, and the monitoring plan along the travel route...

All passengers must ensure they have a negative SARS-CoV-2 RT-PCR test result within the past 3 days or a negative rapid test result for SARS-CoV-2. Flight costs will be agreed upon between the local authorities and the airline, or directly between the airline and the passengers, based on the domestic transportation price framework.

The Vietnam Airports Corporation (ACV) and Van Don International Airport are organizing rapid SARS-CoV-2 testing sites at airports in the Southern region (where conditions permit) to support passengers in getting tested; Separate areas for check-in, waiting rooms (for departures), baggage claim, and arrival areas (for each flight) are designated to ensure effective disease prevention and control.
