On April 21st, the Civil Aviation Authority reported to the Ministry of Transport on the plan for operating domestic flights from April 23rd to 30th. Accordingly, the Hanoi - Ho Chi Minh City route is expected to have 20 round-trip flights per day. Of these, Vietnam Airlines and Vietjet Air will each operate 6 flights; Jetstar Pacific and Bamboo Airways will each operate 4 flights. Currently, these airlines are operating 6 flights per day.
For the Hanoi-Ho Chi Minh City to Da Nang and vice versa routes, the Civil Aviation Authority proposes that Vietnam Airlines and Vietjet Air each be allocated 3 flights per day on each route. Bamboo Airways and Jetstar Pacific would be allocated 2 flights per day. Currently, these routes only operate 2 flights per day.
The Civil Aviation Authority also proposed allowing airlines to operate one flight per day on routes from Hanoi or Ho Chi Minh City to other localities; specifically, the Ho Chi Minh City - Con Dao route would be allowed four flights per day.
For routes between locations other than Hanoi and Ho Chi Minh City, each airline operates one flight per day.

Vietnam Railways Corporation (VNR) also proposed to the Ministry of Transport: From April 23rd to April 29th, to operate two additional pairs of passenger trains on the Hanoi - Ho Chi Minh City route, bringing the total to four pairs; from April 30th onwards, to operate passenger trains normally on the Hanoi - Ho Chi Minh City route.
Currently, only two pairs of Thong Nhat trains, numbered SE3/SE4 and SE5/SE6, operate on the Hanoi - Ho Chi Minh City railway line.

On April 21st, the Chairman of the Hanoi Transport Association also sent a document proposing that passenger buses, coaches, and taxis gradually resume operations under conditions ensuring social distancing, passenger temperature checks, and vehicle disinfection.
Specifically, the Hanoi Transport Association proposed allowing contract vehicles transporting workers and inner-city buses to operate, ensuring social distancing, disinfection, and temperature checks. For inter-provincial fixed-route passenger buses, bus stations should study and propose the number of vehicles, frequency, and registration for operation within specific time slots.
Taxis with Hanoi Taxi badges and contract vehicles with fewer than 9 seats are also recommended to operate, provided they do not travel to other localities, ensure social distancing, disinfect, and check body temperature. Cargo taxis and freight transport vehicles can operate normally, avoiding areas with outbreaks under quarantine.

Currently, the operation of passenger buses, contract vehicles, and taxis in Hanoi remains completely banned because the city is classified as a high-risk area for infection and must continue to comply with the Prime Minister's Directive 16.
