The festival has the participation of 10 art units from 7 ASEAN countries with more than 100 artists from the Kingdom of Cambodia Art Troupe; Keroncong Bale Art Troupe (Indonesia); Lao National Art Troupe; Manila Camerata Art Troupe (Philippines); Malaysian Art Troupe; Kalasin Drama Troupe (Thailand) and 4 units of the host Vietnam including: Lotus National Music and Dance Theatre, Ho Chi Minh City; Dak Lak Province National Music and Dance Troupe; Hai Phong Music and Dance Troupe; Son La Province Music and Dance Theatre.
The Arts Council consists of 2 Vietnamese judges and 3 foreign judges: Musician Nguyen Duc Trinh, Permanent Vice President of the Vietnam Musicians' Association - Chairman of the Council; members: Meritorious Artist Thanh Lam; Dr. Douangchampy Vouthisouk - Deputy Director of the Department of Performing Arts, Ministry of Information, Culture and Tourism of Laos; Prof. Yos Chandara - Advisor to the Ministry of Culture and Fine Arts of Cambodia; Dr. Surasak Jamnongsarn, - lecturer specializing in Thai and ASEAN Music, Faculty of Arts, Srinakharinwirot University.

The 2019 ASEAN Music Festival is an opportunity for Hai Phong to promote its potential and strengths in connecting tourism development with the nation's traditional cultural and heritage values, vividly demonstrating that Hai Phong city is a "friendly, safe, and successful destination in all fields".

At the ASEAN Music Festival 2019, the host Hai Phong introduced to delegates and guests a unique art program called “Stories by the legendary river” with contemporary folk music, inspired by the location of Hai Phong as a riverside city. With rich and diverse performance forms including orchestra, male choir, solo, duet, mixed and female choir, the program clearly expressed the content praising the land and people of Hai Phong: brave, intelligent in conquering nature, fighting foreign invaders, protecting the border and dynamic, creative in efforts to develop the economy and integrate internationally.

During the ASEAN Music Festival 2019, the Organizing Committee will arrange for participating units to perform for Hai Phong people 2 sessions at Hai Phong City Exhibition Center, 1 session in Do Son district, 1 session on Cat Ba island, and 1 session on Tam Bac street.
