On October 21st, the People's Committee of Kien Giang province announced a pilot plan to welcome international tourists to Phu Quoc using vaccine passports. The plan will be implemented over a period of six months, starting after Phu Quoc residents receive all necessary vaccine doses. Specifically, from November 20th, Phu Quoc will organize a number of charter flights to test the procedures for welcoming and serving tourists.
Subsequently, starting from December 20th, the plan will be implemented in two phases. Phase 1 (from December 20, 2021 to March 20, 2022) will pilot the program to welcome 3,000-5,000 guests per month. After evaluating the results of Phase 1, Phase 2 (from March 20, 2022 to June 20, 2022) will be implemented on an expanded scale, with an expected capacity of 5,000-10,000 guests per month.

Entry requirements apply to tourists from certain countries and territories with high levels of safety in disease prevention and control. Passengers arriving in Phu Quoc must have proof of full vaccination or proof of recovery from Covid-19. In addition, both children and adults must have a negative SARS-CoV-2 RT-PCR/RT-LAMP test result within 72 hours, in English, before departure to Phu Quoc. Children are only permitted to travel with their parents or guardians who have completed their full vaccination course.
Along with Kien Giang province, several other localities such as Khanh Hoa, Quang Nam, Da Nang, and Quang Ninh have developed plans to restore international tourism. Specifically, Khanh Hoa, Quang Nam, and Da Nang have submitted proposals to the Prime Minister requesting permission to welcome international tourists in November, provided that all workers and tourists on package tours have been fully vaccinated, stay in hotels, and do not come into contact with the local community.
