"These are the first international tourists to arrive in the locality since the Covid-19 outbreak in early 2020," said Mr. Nguyen Thanh Hong, Director of the Department of Culture, Sports and Tourism of Quang Nam province. The following day (November 18th), the province will welcome a second group of approximately 220 people.
Mr. Hong added that all passengers are American citizens, many of whom are of Vietnamese origin. They will be staying at the Nam Hoi An (Hoiana) resort complex in Duy Xuyen district. The main purpose of the group is tourism and relaxation; they are not required to quarantine upon entry. After the first 7 days of the program, some tourists will return to the United States, while others will stay in Vietnam to visit relatives.

The tour group will adhere to the newly issued regulations on receiving international visitors in Quang Nam province. They may visit Hoi An Ancient Town, My Son Sanctuary, Vinpearl Resort & Golf Nam Hoi An, VinWonders Nam Hoi An, Vinpearl Golf Nam Hoi An, and TUI Blue Nam Hoi An according to a pre-agreed itinerary.
Guests are committed to participating in the licensed closed-loop tour and will not leave the hotel premises or tour locations without permission during the first 7 days. In exceptional cases where participation is not possible according to the schedule, permission must be obtained from the competent authority to end the tour program earlier. According to regulations, exploiting tourism or organized tours to avoid medical quarantine is strictly prohibited. If authorities detect violations, immediate medical quarantine measures will be applied, and penalties will be imposed in accordance with current regulations.
Visitors can visit permitted sites according to a pre-scheduled itinerary.
Mr. Hong also stated that currently, all direct and indirect workers at tourist destinations and service providers involved in receiving tourists have basically received two doses of the Covid-19 vaccine.
On November 13th and 14th, the Director General of the Vietnam National Administration of Tourism, Nguyen Trung Khanh, also inspected the tourist reception process in Quang Nam, covering aspects such as welcoming guests, transporting them from the airport to accommodation, rapid Covid-19 testing, disease prevention measures at facilities, and contingency plans in case of incidents. All receiving facilities were highly praised for their thorough preparation, ensuring attentiveness and safety.
Quang Nam, along with Phu Quoc (Kien Giang), Da Nang, Khanh Hoa, and Quang Ninh, are the first five localities allowed to pilot the first phase of welcoming international tourists, starting in November, with charter flights and closed-loop tours.
