New regulations on personal documents when traveling by plane

According to Circular 42/2023/TT-BGTVT of the Ministry of Transport amending and supplementing a number of contents on personal documents when traveling by plane from February 15, 2024.

1. International flights:

Passengers checking in for international flights must present one of the following documents:

Passport or travel document or other documents valid for entry and exit according to the provisions of law such as separate visa, permanent residence card, temporary residence card, citizen identification card (if Vietnam and the relevant country sign a treaty or international agreement allowing citizens of the signatory country to use citizen identification card instead of passport in each other's territory)... (documents valid for entry and exit according to the provisions).

In case a child does not have his/her own passport, the child's full name, date of birth and photo must be recorded and pasted into the passport of the legal representative, including: biological father, biological mother, adoptive father, adoptive mother or guardian.

2. Domestic flights:

Passengers aged 14 years and older, when checking in for domestic flights, must present one of the following documents or electronic data of equivalent legal value:

For passengers with foreign nationality: Passport (with the most recent entry verification stamp) or valid international travel documents (with the most recent entry verification stamp) and documents related to residence in Vietnam (visa, permanent residence card, temporary residence card, APEC business travel card) except in cases of visa exemption; diplomatic identity card issued by the Ministry of Foreign Affairs to members of diplomatic missions, consular offices, representative offices of international organizations; car and motorbike driving licenses; long-term airport and seaport security control cards; identification cards of Vietnamese airlines; Level 2 electronic identification accounts of passengers (new regulations).

In case the passenger loses his/her passport, there must be an official dispatch from the diplomatic or consular agency of the country of the passenger's nationality or an official dispatch from the foreign affairs department (with confirmation from the local police agency where the passenger lost his/her passport) confirming the passenger's identity and the loss of his/her passport, with a photo and a seal attached. The official dispatch or official dispatch confirming the passenger's identity and the loss of his/her passport is valid for 30 days from the date of confirmation;

For passengers with Vietnamese nationality, one of the following documents must be presented: Passport or travel document, separate visa, permanent residence card, temporary residence card, identity card, citizen identification card; identification card, certificate of the people's police, people's army; National Assembly Delegate card; Party member card; Journalist card; car or motorbike driving license; card of the National Civil Aviation Security Committee; long-term airport security control card; identification card of Vietnamese airlines; Level 2 electronic identification account of the passenger; identity confirmation certificate confirmed by the police; certificate of the competent authority certifying that the passenger is a person who has just completed serving a sentence.

Passengers with Vietnamese nationality from 14 years old to over 14 years old for no more than 20 days can use the same travel documents as passengers under 14 years old.

Passengers under 14 years of age must present one of the following documents when checking in for domestic flights:

Birth certificate; extract of civil status; extract of birth certificate (extract of birth information); document confirming civil status information; in case of children under 2 months old without a birth certificate, a birth certificate is required; Level 2 electronic identification account of the passenger (new regulation); personal information of the passenger in the Level 2 electronic identification account of the father, mother or guardian traveling on the same flight.

Certificate of social organization for children being raised by social organization (only valid for 06 months from the date of confirmation). Certificate of personal identity certified by the police. Citizen identification card, national identity card, passport (separate passport or accompanied by parents' passport).

For passengers who are prisoners, defendants, people being extradited, deported, or expelled, when checking in for an airplane, they only need to have documents from the competent authority proving the escort; passengers who are escorts must present the documents as prescribed in (1) and (2) above.

Passenger documents used when traveling by plane as specified above must ensure the following conditions:

Must be the original and still valid; or an electronic copy with legal value according to regulations. For birth certificates, household registration excerpts; birth certificate excerpts (birth information excerpts); documents confirming household registration information; birth certificates must be the original or a certified copy according to regulations of law; or an electronic copy with legal value according to regulations.

Documents in 1, 2, 3, 4 above are not accepted if the documents do not have a photo or the photo does not comply with the provisions of law, except for birth certificates, birth certificates, household registration extracts; birth registration extracts; documents confirming household registration information, documents of competent authorities proving the escort.

If it is a level 2 electronic identification account or the passenger's electronic birth certificate, it must be ensured that when presented, the account is operating normally.
