1. International flights:
Passengers checking in for international flights must present one of the following documents:
Passport or travel document or other document valid for entry and exit as prescribed by law, such as separate visa, permanent residence card, temporary residence card, citizen identity card (if Vietnam and the relevant country have signed an international treaty or agreement allowing citizens of the signatory countries to use citizen identity cards instead of passports in each other's territories)... (document valid for entry and exit as prescribed).
If a child does not have their own passport, their full name, date of birth, and photograph will be recorded and affixed to the passport of their legal representative, including: biological father, biological mother, adoptive father, adoptive mother, or guardian.
The Ministry of Transport has amended and supplemented some regulations regarding personal identification documents for air travel, effective from February 15, 2024.
2. Domestic flights:
Passengers aged 14 and above must present one of the following legally valid documents or electronic data when checking in for domestic flights:
For foreign nationals: Passport (with the most recent entry stamp) or other valid international travel document (with the most recent entry stamp) and relevant documents proving residence in Vietnam (visa, permanent residence card, temporary residence card, APEC business travel card) except in cases of visa exemption; diplomatic identity card issued by the Ministry of Foreign Affairs to members of diplomatic missions, consular offices, and representative offices of international organizations; driver's license for cars and motorcycles; airport security control card with long-term validity; identification card of Vietnamese airlines; passenger's Level 2 electronic identity verification account (new regulations).
In the event of a passenger losing their passport, they must have an official letter from the diplomatic or consular agency of the passenger's country of nationality, or a document from the foreign affairs department (with confirmation from the local police where the passenger lost their passport) confirming the passenger's identity and the loss of their passport, with a photograph and official seal affixed. The official letter or confirmation is valid for 30 days from the date of confirmation.
For passengers of Vietnamese nationality, one of the following documents must be presented: Passport or travel document, separate visa, permanent residence card, temporary residence card, national identity card, citizen identification card; identification or certification from the People's Police or People's Army; National Assembly representative card; Party member card; journalist card; driver's license for cars or motorcycles; card of the National Civil Aviation Security Committee; airport security control card with long-term validity; identification card of Vietnamese airlines; passenger's Level 2 electronic identification account; personal identification certificate issued by the police; certificate from a competent authority certifying that the passenger has just completed serving a prison sentence.
Passengers of Vietnamese nationality aged 14 to over 14 years old, staying for no more than 20 days, may use the same types of travel documents as passengers under 14 years old.
Passengers under the age of 14 must present one of the following documents when checking in for domestic flights:
Birth certificate; extract of civil registry; extract of birth certificate (extract of birth registration information); document confirming civil registry information; in the case of children under 2 months old who do not yet have a birth certificate, a birth certificate is required; Level 2 electronic identification account of the passenger (new regulation); personal information of the passenger in the Level 2 electronic identification account of the father or mother or guardian accompanying the flight.
A certificate from a social organization confirming that the child is being cared for by that organization (valid for only 6 months from the date of confirmation). A certificate of identity issued by the police. Citizen ID card, national identity card, passport (separate passport or passport accompanying the parents' passport).
For passengers who are prisoners, suspects, or persons being extradited, deported, or transferred, when checking in for a flight, only a document from the competent authority proving the escort is required; passengers who are escorts must present the documents as prescribed in (1) and (2) above.
The documents passengers use when traveling by air must meet the following conditions:
The original document must be valid and usable; or an electronic version with legal validity as prescribed. For birth certificates, civil registry extracts; birth certificate extracts (extracts of birth information); documents confirming civil registry information; and birth certificates, the document must be the original or a certified copy as prescribed by law; or an electronic version with legal validity as prescribed.
Documents listed in points 1, 2, 3, and 4 above will not be accepted if they do not contain a photograph or if the photograph does not comply with legal regulations, except for birth certificates, certificates of live birth, extracts of civil registration; extracts of birth registration; documents confirming civil registration information, and documents from competent authorities proving the escorting process.
If it is a level 2 electronic identity verification account or an electronic birth certificate of the passenger, it must be ensured that the account is functioning normally when presented.
