From July 1st, 2026, new regulations on accommodation notification will officially come into effect, marking a significant shift in accommodation management in Vietnam. According to Law No. 118/2025/QH15, the scope of subjects and responsibilities for accommodation declaration has been significantly expanded, directly applying to tourist accommodation establishments such as hotels, homestays, resorts, guesthouses, and mobile accommodation facilities such as tourist boats, floating houses, and other types of accommodation.
This change not only aims to modernize the management of security and social order, but also directly impacts the operational processes of service businesses and the tourist experience.
Updating the latest regulations on registration procedures and notification of stay is essential to ensure the rights and convenience of residents during their stay.
Under the new law, the owner or managing representative of an accommodation facility will be primarily responsible for updating information on overnight guests. This means that procedures at the reception desk or through online systems will be standardized, requiring close cooperation from guests at the check-in stage.
According to the new regulations, from July 1, 2026, all customers must provide their Citizen Identification Card/Passport and complete the declaration via VNeID before 11 PM.
The information required in the accommodation application includes important data fields such as: Full name, date of birth, personal identification number (CCCD) or passport number for international visitors, reason for stay, expected length of stay, and the specific address of the accommodation. This data must be provided accurately to ensure a quick and error-free registration process.
Specifically, the deadline for reporting is also clearly stipulated: the notification must be completed before 11 PM on the day of the guest's arrival. If guests arrive after this time, the accommodation establishment must complete the reporting before 8 AM the following day.
To adapt to the digital transformation trend in tourism, authorities have optimized processes through modern digital platforms. Currently, representatives of accommodation establishments can easily and quickly submit declarations through the VNeID electronic identification application.
Simply log into the application, select "Residence Declaration," and follow the step-by-step instructions; the entire process will be completed online, minimizing cumbersome paperwork. In addition, units can also access the Ministry of Public Security's "Residence Declaration Portal" to fulfill this obligation in accordance with current regulations.
For tourists, understanding these changes helps you be more proactive in preparing the necessary identification documents when traveling, especially to popular destinations like Hanoi, Ho Chi Minh City, or high-end resorts. Strictly adhering to these regulations is of practical significance in ensuring security and social order in the locality.
