According to the Ministry of Culture, Sports and Tourism, although the Panorama project was built outside the protection zone II of the Ma Pi Leng scenic spot, it is located within the Dong Van Karst Plateau Global Geopark - a heritage recognized by UNESCO (Dong Van Karst Plateau Park).
The Panorama project is said to have a negative impact on the natural landscape and environment.
The provisions of Article 36 of the Law on Cultural Heritage clearly state: "When approving projects to renovate and construct works located outside the relic protection areas specified in Article 32 of this Law and are deemed to have the potential to adversely affect the natural landscape and ecological environment of the relic, there must be written appraisal opinions from the competent state agency of culture, sports and tourism".
The Ministry concluded: the construction of the Panorama project did not ensure the required contents in the above regulations, and did not achieve the goal of protecting and promoting the scenic value of Dong Van Stone Plateau Park.
In terms of overall aesthetics, the Panorama project's form is not suitable for the natural landscape, traditions, and cultural identity of the ethnic groups in the area, obstructing the view of visitors; affecting the environment when the project is put into operation without an environmental impact assessment approved by competent authorities. The Ministry affirmed that this is a violation that needs to be strictly handled to avoid causing negative impacts on the local community and the whole country.
In response to the harsh reaction of the online community, the owner of this project repainted the entire house blue to "match" the surrounding landscape better.
Accordingly, the Ministry requested the People's Committee of Ha Giang province to direct the competent authorities to handle violations in accordance with the provisions of law; consult experts to find appropriate solutions in the direction of renovating and refurbishing into a sightseeing stop for tourists with appropriate scale and architecture, not affecting the panoramic view, ensuring safety, harmony with the natural landscape, not causing negative impacts on the environment, in accordance with the traditional cultural identity of ethnic groups in Ha Giang.
At the same time, the Ministry requires Ha Giang to fully implement the processes and procedures for project establishment, appraisal and approval in accordance with legal regulations before implementation.
Previously, on October 14, this project was also requested to temporarily stop operations by the People's Committee of Ha Giang province.
The People's Committee of Ha Giang province was also requested to develop a master plan for the Ma Pi Leng scenic area and the surrounding landscape in accordance with the content of the 3 Plans for the Dong Van Karst Plateau Global Geopark approved by the Prime Minister.
