Regarding the massive structure called Ma Pi Leng Panorama that "sprang up" on Ma Pi Leng Pass (Meo Vac district, Ha Giang province), causing a public uproar, netizens have been calling for a boycott and giving 1-star ratings to this 7-story hotel, restaurant, and cafe complex for several days now.
Described as a jumble of concrete "rotten teeth" scattered along the majestic slope, this restaurant was built on the Tu Sản gorge, Ma Pi Leng pass in 2018 and opened in early 2019.
The seven-story building, situated on a gentle slope of the mountain pass, features five large balconies and was developed by Ms. Vu Thi Anh (born in 1962, residing in Ha Giang City). The land use rights certificate, issued by the Department of Natural Resources and Environment on May 31, 2016, is in Ms. Anh's name and classifies the land as annual crop land.
The overall view of the Panorama complex is likened to a "rotten tooth" of concrete encasing the majestic mountains and forests.
The appearance of this restaurant has negatively impacted the landscape and environment of Ma Pi Leng Pass, a national scenic spot and one of the "four great mountain passes" in northern Vietnam. The other three passes are O Quy Ho, Khau Pha, and Pha Din.
Social media users have been continuously calling for a boycott of Ma Pi Leng Panorama in recent days, yet in reality, this tourist spot continues to attract an incredible number of visitors. Reportedly, on October 5th, dozens of tourists flocked to the location, crowding together to take photos and check in.
A staff member at Ma Pi Leng Panorama shared, "Hotel bookings are fully booked from now until mid-October. People are calling for a boycott, but nobody is boycotting; there are so many tourists that we can't keep up with the demand."
Compared to other hotels in the area, the prices here are not cheap at all. A single room costs 500,000 VND per night, which is generally two, or even three, times higher than other establishments.
According to a report from the Ha Giang Department of Culture, Sports and Tourism, although the Ma Pi Leng Panorama hotel-restaurant-cafe complex has commenced operations, it lacks an investment certificate, project approval from competent authorities; a permit to convert land use from annual crop land to residential and construction land; a construction permit; and written agreement from the Ministry of Culture, Sports and Tourism.
The Department of Cultural Heritage stated that although this structure is located outside Zone II of the Ma Pi Leng scenic area, according to the Law on Cultural Heritage, any structure that negatively impacts the landscape and environment must be assessed by the cultural management agency. However, this guesthouse has not yet received the opinion of the Ha Giang Department of Culture, Sports and Tourism and the Ministry of Culture, Sports and Tourism.
The complex is negatively impacting the majestic landscape of Ma Pi Leng.
The Department affirmed its continued coordination with the Department of Culture, Sports and Tourism of Ha Giang province to implement measures to ensure strict compliance with the regulations in the Law on Cultural Heritage, in order to advise and propose to the Ministry of Culture, Sports and Tourism a plan for handling this issue in accordance with the provisions of the Law on Cultural Heritage.
