On the evening of October 10th, the Ministry of Transport (MOT) issued temporary regulations on reopening inter-provincial passenger transport by road, including passenger buses from localities with a high risk of Covid-19 to areas with equivalent or lower risk and vice versa nationwide. Specifically, the MOT will conduct a pilot program from October 13th to October 20th, 2021.
For passengers traveling from low-risk and normal-risk areas to areas with comparable risk, transportation services will operate as normal.
PassengerIndividuals traveling from very high-risk or high-risk areas to areas with equivalent or lower risk must have received all doses of the Covid-19 vaccine, with the last dose administered at least 14 days prior, or have recovered from the disease within the past 6 months; and have a negative PCR or rapid test result within 72 hours. In cases where individuals do not meet the vaccination requirements, they must have a negative PCR or rapid test result.
If traveling from a locality with low risk or a new normal to a locality with higher risk, passengers must have a negative PCR test or rapid test result within 72 hours before boarding the vehicle; comply with the Ministry of Health's epidemic prevention measures; and not board the vehicle if they have a cough, fever, shortness of breath, or muscle aches.

Drivers, service staff on the carDrivers and service personnel must be vaccinated against Covid-19 and undergo testing similar to passengers. When their test results are about to expire, drivers and service personnel must go to a medical facility or bus station, rest stop, or checkpoint for testing before continuing their journey.
Drivers and assistants are allowed to go home and monitor their health until their next trip; if they experience symptoms such as cough, fever, shortness of breath, muscle aches, sore throat, etc., they must immediately notify the local health authorities for treatment.
In the event that passengers, drivers, or service staff on a trip contract Covid-19, follow the guidelines of the National Steering Committee for Covid-19 Prevention and Control and the Ministry of Health.
LocalThe place where passengers reside or stay is responsible for monitoring those returning in accordance with the regulations of the Ministry of Health and the specific regulations of each locality, ensuring safety and preventing the spread of disease; and organizing testing on the second day after passengers return from epidemic areas to their place of residence.
Bus stations and rest stops should develop plans for receiving and dropping off passengers safely; arrange points for health declaration, QR code scanning, and temporary isolation rooms.
