Piloting inter-provincial passenger bus operation again from October 13

From October 13 to October 20, inter-provincial passenger buses will be allowed to operate on a pilot basis with a minimum of 5% and a maximum of 30% of daily trips, with passengers sitting apart.

On the evening of October 10, the Ministry of Transport (MOT) issued temporary regulations on reopening inter-provincial passenger transport by road, including passenger buses from localities with high risk of Covid-19 epidemic to areas with equal or lower risk and vice versa nationwide. Specifically, the Ministry of Transport will organize a pilot from October 13 to October 20, 2021.

For passengers from low-risk and normal-risk areas to areas with equivalent risk, transport operations are organized normally.

PassengerTravelers from very high-risk or high-risk areas to areas with equal or lower risk must have received a full dose of Covid-19 vaccine, the last dose must have been given at least 14 days ago or have recovered from the disease within 6 months; have a negative PCR or rapid test result within 72 hours. In case a person does not meet the vaccination requirements according to regulations, he/she must have a negative PCR or rapid test result.

If traveling from a high-risk area and a new normal area to a higher-risk area, passengers must have a negative PCR or rapid test result within 72 hours before boarding the bus; follow the Ministry of Health's epidemic prevention measures; do not board the bus if you have a cough, fever, difficulty breathing, or muscle aches.

Driver, service staff on the carmust be vaccinated against Covid-19 and tested similarly to passengers. When the test certificate is about to expire, drivers and service staff must go to medical facilities or bus stations, rest stops, or epidemic control checkpoints to be tested before continuing the journey.

Drivers and conductors are allowed to go home and monitor their health at home until the next trip. If they have a cough, fever, difficulty breathing, muscle aches, sore throat, etc., they should immediately notify the local health authority for treatment.

In case a trip has passengers, drivers, or service staff infected with Covid-19, follow the instructions of the National Steering Committee for Covid-19 Prevention and Control and the Ministry of Health.

LocalThe place where passengers reside or stay is responsible for monitoring those returning according to the regulations of the Ministry of Health and specific regulations of each locality, ensuring safety and preventing the spread of disease; organizing testing on the second day from when passengers from epidemic areas return to their place of residence.

Bus stations and rest stops develop plans to pick up and drop off passengers safely; arrange health declaration points, QR code scanning, and temporary isolation rooms.
