From September 15th, Ho Chi Minh City will ease social distancing measures, pilot the Covid-19 Green Card and Yellow Card program, and prioritize the reopening of certain sectors according to a roadmap in District 7, Cu Chi District, and Can Gio District.

On the afternoon of September 10th, the Ho Chi Minh City People's Committee held a conference to gather feedback from the business community and finalize the draft plan for COVID-19 prevention and control and economic recovery in the city after September 15th.

Accordingly, Ho Chi Minh City will gradually ease social distancing measures, pilot the COVID Green Card and COVID Yellow Card programs, and prioritize the reopening of certain sectors according to a roadmap in District 7, Cu Chi District, and Can Gio District.

Regarding the roadmap for reopening and economic recovery, Ho Chi Minh City plans to implement it in three phases.

Phase 1 (expected from September 16th to October 31st): Individuals and workers with Covid-19 Green Cards can participate in activities (excluding karaoke, nightclubs, bars, massage parlors, on-site dining services, activities at entertainment venues, sports facilities, cinemas, and shopping malls). Individuals and workers with Covid-19 Yellow Cards and negative Covid-19 test results can participate in certain specific areas. Organizations with 100% of their employees holding Covid-19 Green Cards will be allowed to participate in all areas except the activities mentioned above.

Phase 2 (expected from October 31st to January 15th, 2022): Individuals with a Covid-19 Green Card will be permitted to participate in activities such as: shopping malls, fitness centers, outdoor recreational activities, and small-scale food and beverage services, provided social distancing is maintained (under 20 people).

Phase 3 (expected after January 15, 2022): The city plans to reopen all economic activities. For karaoke venues, nightclubs, bars, and massage parlors, participants will be required to have a Covid-19 Green Card.

Covid Green Card/Yellow Card Requirements

According to the draft by the Ho Chi Minh City People's Committee, the Covid green card will be issued from an electronic database system showing that the individual meets one of the following conditions:

- For vaccines that require two doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V, etc.): 14 days after the second dose, and periodic antigen testing for certain work environments.

- For vaccines requiring only one dose (Johnson & Johnson's Janssen...): 14 days after vaccination, and periodic antigen testing for certain work environments.

- Individuals infected with SARS-CoV-2 who have recovered and completed their quarantine period, within 180 days of recovery.

- Individuals infected with SARS-CoV-2 who self-test, self-isolate, and subsequently recover must undergo testing to demonstrate the presence of antibodies.

Those who receive a Covid Yellow Card are eligible:

- Administer one dose for vaccines that require two doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V, etc.) and after 14 days have passed.

- Having negative results from routine testing (every 3 days) (confirmed according to the guidelines of the Department of Health and updated in the electronic database system for card issuance and renewal).
