On the afternoon of September 10, the Ho Chi Minh City People's Committee held a conference to receive comments from the business community and complete the draft plan for Covid-19 prevention and control and economic recovery in the city after September 15.
Accordingly, Ho Chi Minh City will gradually loosen social distancing, pilot COVID Green Cards, COVID Yellow Cards, and pilot priority opening of some areas according to the roadmap in District 7, Cu Chi District, and Can Gio District.
Up to now, the work of preventing and fighting the epidemic in Ho Chi Minh City has achieved certain results. Regarding the roadmap for economic opening and recovery, Ho Chi Minh City plans to implement it in 3 phases.
Phase 1 (expected from September 16 to October 31): Individuals and workers with a Covid-19 Green Card can participate in activities (except karaoke, dance clubs, bars, massage parlors, on-site food services, activities at entertainment venues, sports facilities, cinemas, and shopping malls). Individuals and workers with a Covid-19 Yellow Card and a negative Covid-19 test result can participate in certain specific fields. Organizations with 100% of their workers with a Covid-19 Green Card will be allowed to participate in all fields except the above activities.
Phase 2 (expected from October 31 to January 15, 2022): People with Covid-19 Green Cards are allowed to participate in activities such as: shopping malls, sports and fitness centers, outdoor entertainment activities, small-scale food and beverage services and ensure social distancing according to regulations (less than 20 people).
Phase 3 (expected after January 15, 2022): The city plans to open all economic activities. For karaoke, dance clubs, bars, and massage parlors, participants are required to have a Covid-19 Green Card.
Conditions for green card/yellow card Covid
According to the draft of the Ho Chi Minh City People's Committee, the Covid green card is issued from the electronic database system showing that the individual meets one of the following conditions:
- For 2-dose vaccines (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V...): 14 days after the 2nd dose and periodic antigen testing for some working environments.
- For vaccines that only require one injection (Johnson & Johnson's Janssen...): 14 days after injection and periodic antigen testing for some working environments.
- People infected with SARS-CoV-2 who have recovered from the disease and completed the quarantine period, within 180 days from the date of recovery.
- People infected with SARS-CoV-2, self-tested, self-quarantined and then recovered must be tested to prove they have antibodies.
Covid yellow card holders are those who meet the following conditions:
- 1 injection for vaccines that require 2 doses (AstraZeneca, Pfizer, Moderna, Sinopharm, Sputnik V..) and 14 days have passed.
- Have negative periodic test results (every 3 days) (confirmed according to the instructions of the Department of Health and updated in the electronic database system to issue and renew the card).
