The accident involving the capsizing of the tourist boat QN 7105 in Ha Long Bay on the afternoon of July 19th, caused by a sudden storm, has become a heartbreaking tragedy, claiming the lives of many tourists and crew members, leaving immeasurable grief for their families.
Immediately after receiving information about the incident, Deputy Prime Minister Tran Hong Ha was present at the scene to direct search and rescue operations. At an emergency meeting at the Quang Ninh Provincial Military Command, Quang Ninh Provincial Party Secretary Vu Dai Thang reported that the province had quickly activated the rescue mechanism with the "four on-the-spot" principle, mobilizing nearly 1,000 people from the army, police, border guards, medical personnel, local rescue teams, and civilians, along with more than 100 vehicles to access the scene. An on-site command center was also established to directly and continuously direct the rescue efforts.

By 9:30 PM on July 19th, rescue forces had saved 10 people and recovered 29 bodies. Along with local forces, the Search and Rescue Department (Ministry of Defense) and the Navy reinforced their forces to support underwater search efforts throughout the night. The Deputy Prime Minister requested that the search area be expanded, a thorough inspection of the vessel before it capsized, and absolute safety for the rescue team be ensured.

At approximately 1:30 AM on July 20th, after many extraordinary efforts, the authorities successfully righted the tourist boat QN 7105 back to its normal position. However, only three more bodies were found, including one believed to be that of Captain Doan Van Trinh, in the stern area of the boat.
The Deputy Prime Minister is directly supervising the search and rescue efforts for the victims.
According to official police figures, the total number of people on board was 49, including 46 passengers and 3 crew members. With 35 bodies recovered and 10 people rescued, 4 remain missing. The search for the remaining victims is continuing urgently.
On the night of July 19th, provincial leaders and leaders of the Quang Ninh Provincial Fatherland Front Committee promptly visited and encouraged the victims who were receiving emergency treatment and resuscitation at the hospital. The province also quickly arranged accommodation and covered all food and lodging expenses for the victims' families while they were in Quang Ninh.
Mr. Vu Van Dien, Standing Vice Chairman of the Quang Ninh Provincial People's Committee, visited and provided assistance to the victims injured in the boat capsizing incident.
Regarding support policies, Quang Ninh province has initially provided 25 million VND per person to the families of deceased victims and 8 million VND per person to injured victims. The Provincial Fatherland Front Committee also provided an additional 5 million VND per person to the families of deceased victims and 3 million VND per person to injured victims. Notably, several businesses in the province have shared in the losses, supporting the families of deceased victims with 40 million VND per person and injured victims with 25 million VND per person, demonstrating a spirit of mutual assistance.
By this morning, authorities had completed the procedures for 26 fatalities, allowing families to bring their loved ones back to their hometowns for burial, easing the burden on families during this time of grief. Deputy Prime Minister Tran Hong Ha also requested Quang Ninh province and related localities to continue providing thorough medical treatment and care for those who survived, ensuring the most respectful funeral arrangements for those who died, and promptly providing transparent and accurate information to the public and the media.
