According to the information, tourists who have received three doses of the Covid-19 vaccine and come from the United States, Australia, Thailand, and Singapore will be allowed to participate in tours to Japan. The trips are strictly planned by travel agencies and are always accompanied by tour operators.
Earlier in May, Japanese Prime Minister Fumio Kishida announced in a speech in London that border control measures in Japan would be implemented in June to align with those of other countries. However, no further details were given, including when the country would fully reopen its borders to international tourists.

Currently, only eligible foreign workers, business travelers, and tourists are permitted to enter Japan. They must still provide a negative COVID-19 test result within 72 hours and comply with the country's COVID-19 regulations.
Since 2020, during the early stages of the pandemic, Japan proactively closed its borders. Easing measures, introduced in April, allowed 10,000 people to enter the country daily. However, eligibility was limited to Japanese citizens, researchers, students, family members of Japanese citizens, and prioritized business travelers.
Amidst Japan's travel restrictions due to Covid-19, the number of foreign visitors to Japan in 2021 reached only 245,900, a decrease of 99.2% compared to 2019, before the pandemic.
