The Government has just issued Resolution No. 128/NQ-CP temporarily regulating "Safe, flexible adaptation, effective control of the Covid-19 epidemic". Accordingly, the whole country will apply the classification of 4 epidemic levels to replace the regulations in Directives 15, 16... which are temporarily not applied.
The 4 levels of translation are classified as follows:
Level 1: Low risk (new normal) corresponds to green.
Level 2: Medium risk corresponds to yellow.
Level 3: High risk corresponds to orange.
Level 4: Very high risk corresponds to red.
The scope of epidemic level assessment is from the commune level. It is encouraged to assess from the smallest possible scope and scale (below the commune level) to ensure flexibility and efficiency. The Government has also clearly defined the activities of each type corresponding to each epidemic level.

Accordingly, at level 1 (new normal) of the epidemic, outdoor activities will be organized without limiting the number of people; circulation, transportation of goods within the province or between provinces and public passenger transport by road, inland waterways, and sea are allowed to operate (except for air and rail routes according to separate regulations).
Other activities and services allowed to operate include: Production facilities, construction units of projects, traffic and construction works; service businesses including shopping malls, supermarkets, convenience stores, wholesale markets; restaurants/eat houses, traditional markets; street vendors, lottery ticket sellers; direct education and training activities; resort activities, hotels, motels, sightseeing tours; cultural, artistic, physical education and sports performances...
In particular, businesses providing services with a high risk of infection such as dance clubs, karaoke, massage parlors, bars, internet, video games, hair salons (including haircuts), beauty salons and other establishments will be allowed to operate or operate with limited capacity, as decided by the locality.

The Ministry of Health will provide guidance on criteria, methods for assessment and determination of levels. People need to comply with 5K, use information technology applications to register for vaccination, health declaration, medical examination and treatment; and comply with travel conditions between areas with different Covid-19 epidemic levels.
