The government has just issued Resolution No. 128/NQ-CP stipulating temporary measures for "Safe, flexible adaptation and effective control of the Covid-19 epidemic". Accordingly, the entire country will apply a four-level epidemic classification system, replacing the regulations in Directives 15, 16... which are temporarily not being applied.
The four levels of translation are classified as follows:
Level 1: Low risk (new normal) corresponds to the color green.
Level 2: Medium risk, corresponding to the yellow color.
Level 3: High risk, corresponding to the color orange.
Level 4: Very high risk, corresponding to the color red.
The assessment of epidemic levels starts at the commune level. Assessments at the smallest possible scale (below the commune level) are encouraged to ensure flexibility and effectiveness. The government has also clearly defined the activities of each type of service corresponding to each epidemic level.
Accordingly, at level 1 (new normal), outdoor activities will be allowed without restrictions on the number of people; the circulation and transportation of goods within or between provinces, along with public passenger transport by road, inland waterway, and maritime, will be permitted to operate (air and rail transport are subject to separate regulations).
Other permitted activities and services include: Production facilities, construction units for transportation and construction projects; service businesses including shopping malls, supermarkets, convenience stores, wholesale markets; restaurants/eateries, traditional markets; street vending, lottery ticket sales; direct education and training activities; resort activities, hotels, guesthouses, sightseeing; cultural and artistic performances, physical education, sports…
Businesses providing services with a high risk of infection, such as nightclubs, karaoke bars, massage parlors, bars, internet cafes, video game centers, hair salons (including haircuts), beauty salons, and other similar establishments, will be allowed to operate or operate with restrictions, as decided by the local authorities.
The Ministry of Health will provide guidance on criteria, assessment methods, and level determination. People need to adhere to the 5K guidelines, use information technology applications to register for vaccinations, declare health status, and seek medical treatment; and comply with travel restrictions between areas with different levels of Covid-19 outbreaks.
