The Ho Chi Minh City People's Committee has just submitted a document to the Prime Minister and the Ministry of Culture, Sports and Tourism outlining a pilot plan to welcome international tourists starting in December. Tourists with "vaccine passports" will not need to undergo medical quarantine.

Specifically, the pilot program will be implemented in three phases as follows:

Phase 1(From December 2021):Allowing eligible international travel businesses to bring international tourists to Ho Chi Minh City on package tours, via charter flights and regular international flights.

Phase 2(From January 2022):International visitors can arrive in Ho Chi Minh City via charter flights and regular international flights, as part of package tours in Ho Chi Minh City, or through combined tours between Ho Chi Minh City and other localities approved to receive international visitors.

Phase 3(From April 2022):Ho Chi Minh City plans to fully reopen its international tourist market.

To travel to Ho Chi Minh City, international tourists need to have completed two doses of the Covid-19 vaccine, have a negative test result within 72 hours before departure, have health insurance or travel insurance that covers Covid-19 treatment with a minimum coverage of USD 50,000, and participate in an all-inclusive tour package offered by a travel agency.

Currently, the opening up of Southeast Asian countries to foreign tourists is yielding many positive results. In addition, Vietnam has recognized "vaccine passports" from many countries around the world, and many provinces and cities within the country have also adopted "vaccine passports" to welcome international visitors.
