Specifically, the pilot roadmap is implemented through three phases as follows:
Phase 1(From December 2021):Allow qualified international travel businesses to welcome international visitors to Ho Chi Minh City under package tours, through charter flights and regular international flights.
Phase 2(From January 2022):International visitors are allowed to travel to Ho Chi Minh City via charter flights and regular international flights, according to package tours in Ho Chi Minh City or combining multiple destinations between Ho Chi Minh City and localities approved to receive international visitors.
Phase 3(From April 2022):Ho Chi Minh City plans to fully reopen its international tourist market.

To travel to Ho Chi Minh City, international visitors need to have completed two doses of Covid-19 vaccine, have a negative test certificate within 72 hours before departure, have health insurance or travel insurance that covers Covid-19 treatment with a minimum liability of 50,000 USD and participate in a package tour program of a travel agency.
