The decision was made by the People's Committee of Ha Long City after reviewing all vessels operating in Ha Long Bay and Bai Tu Long Bay. The vessels whose operations have been terminated include White Dolphin QN - 4894, Sun Rise QN - 2287, Hung Long QN - 1156, Hoa Phuong 02 QN - 4239, Aphrodite 11 QN - 6299, and Quang Nam 06 QN - 1694.

These are vessels that have reached the end of their operational lifespan or were destroyed by fire between 2014 and 2016. The owners of these vessels are not permitted to build new vessels to replace the sunken or destroyed ships under the name and registration number of the old vessels.
In February, Ha Long also terminated all operations of 5 tourist boats in the bay. Quang Ninh leaders noted that wooden-hulled boats pose a very high risk of fire, with electrical short circuits being the main cause of fires. Furthermore, old boats that have been in operation for many years, and converted boats, always pose many dangers, affecting human lives and the image of tourism in Ha Long Bay.
