The duck pedal boat activity within the protection area of Xuan Huong Lake irrigation works (Da Lat City, Lam Dong) has existed since before 1990. For more than 30 years, this service has provided healthy recreational activities on the lake surface, creating a beautiful, lively scene in the area, loved and participated by tourists.
The Center for Investment Management and Exploitation of Irrigation Works in Da Lat (the unit managing and exploiting the water surface of Xuan Huong Lake) said that currently on the surface of Xuan Huong Lake, there are 3 organizations and individuals operating Pedalo within the 38-hectare water surface area of the lake, including: Lam Dong Tourism Joint Stock Company Branch (Thuy Ta Restaurant); Da Lat Urban Services Joint Stock Company and Nguyen Tran Anh Duy Business Household with a total of 95 Pedalos and 3 rescue canoes. This activity has always ensured the safety of tourists and irrigation works, as well as the surrounding environment.
Pedalo (duck pedaling) activity to sightsee and relax on Xuan Huong Lake, a symbol of Da Lat tourism, has existed for the past 30 years.
According to the People's Committee of Da Lat City, the service has been operating for more than 30 years but the business service on the water surface at the lakes in the city has not been licensed according to the provisions of the Law on Water Resources. Therefore, the city has requested the Da Lat Center for Investment Management and Exploitation of Irrigation Works to terminate the contract and stop the service of rowing and pedaling boats at the scenic Xuan Huong Lake and Da Thien 3 Lake.
A representative of the Da Lat Center for Investment Management and Exploitation of Irrigation Works said that they had worked with business units at the two lakes. "This type of water recreation needs to be licensed to ensure safety, aesthetics and complete procedures according to the law," said a representative of the Center.

Xuan Huong Lake currently has two companies and one household operating pedal boats on 38 hectares of water surface with 95 pedalos and 3 rescue boats. Da Thien 3 Lake has 50 pedalos operating on nearly 15 hectares of water surface, 15 SUP boats, 10 kayaks and 3 rescue boats.
According to the Law on Water Resources, this activity must be licensed.
The Management Center said that the business services on the water surface have always ensured the safety of tourists, irrigation works, and the surrounding environment. To continue exploitation, the units have submitted documents to the Department of Agriculture and Rural Development but have not yet been granted an operating license.
During this undetermined suspension, nearly 100 pelado duck boats have to "stay ashore" waiting for a license. Many tourists expressed regret for not being able to experience the service that is loved by everyone when coming to Da Lat.
