Specifically, to ensure absolute safety and security on the railway for tourists, the Hanoi Department of Tourism has requested that travel agencies in the city not introduce or organize any tours that take tourists to the "railway cafe street" area, especially in the Cua Nam, Hang Bong, and Cua Dong wards of Hoan Kiem district. These areas have many cafes located close to the railway tracks, where danger is always present.

Beyond simply issuing a ban, the Hanoi Department of Tourism has also required travel and tourist transportation businesses to seriously implement the ban, considering it an urgent and important task. Businesses need to strengthen their efforts in educating tourists about the potential risks when visiting the "railway coffee street" area, and to cooperate closely with relevant authorities to ensure railway traffic safety and urban order.

In addition to ordering a halt to tourist activities at the "railway coffee street," the Hanoi Department of Tourism also specifically emphasized the importance of raising awareness of traffic safety among employees in tourism businesses. In official document No. 221/SDL-QLLH, the Department of Tourism requested that tourism businesses strengthen communication, dissemination, and education for their staff about the potential risks when bringing tourists to this area.

At the same time, the Department of Tourism also requested businesses to proactively coordinate closely with relevant authorities, such as traffic police and local governments, to detect, prevent, and promptly handle violations related to traffic safety in the "railway coffee street" area.

The operation of coffee shops along the railway tracks seriously affects railway safety.

The famous "railway coffee street," stretching approximately 2km and connecting Le Duan, Tran Phu, Cua Dong, and Phung Hung streets, has become an attractive destination, drawing large numbers of tourists, especially on weekends. However, this appeal also comes with potential traffic safety risks, as numerous cafes have sprung up right next to the train tracks, where trains pass daily. In particular, the section of the railway street extending from Tran Phu to Phung Hung, about 300m long, dubbed the "new railway coffee street," has become a favorite destination for foreign tourists. Its unique location allows visitors to enjoy coffee while watching trains pass by, creating a unique and interesting experience. However, this very uniqueness is also the cause of traffic safety concerns.

Previously, Hanoi had resolutely cracked down on the business of selling coffee near railway tracks, but violations continued to recur. The Vietnam Railway Authority had also sent a document to the Hanoi People's Committee suggesting measures to prevent and disperse gatherings of people filming, taking photos, and drinking coffee within the railway safety corridor. Warning signs indicating "dangerous area" in various languages ​​should be posted at level crossings such as Tran Phu, Nguyen Thai Hoc, and Dien Bien Phu to warn people.
