The Ministry of Transport is drafting a Decree amending and supplementing several articles of Government Decree No. 58/2017/ND-CP dated May 10, 2017. This Decree details several articles of the Vietnamese Maritime Code on the management of maritime activities, and has been amended and supplemented by Decree No. 69/2022/ND-CP dated September 23, 2022 and Decree No. 74/2023/ND-CP dated October 11, 2023.
Accordingly, important issues related to tourist submersibles will revolve around the operating area, safety during diving activities, and how to organize diving activities.
Firstly, the operating area for submarines is determined by the Vietnam Maritime Administration after reviewing the organization's application and approving it following consultation with the Ministry of National Defence, the Ministry of Natural Resources and Environment, and the People's Committees of the relevant provinces and cities.
