Due to the large amount of water flowing upstream, the water level of Hoa Binh Lake has risen to 108.67m, so Hoa Binh Hydropower Company has opened the bottom spillway to ensure safety for the dam and downstream area.
The afternoon sunlight dyed the water surface golden, creating a beautiful picture. The water from Hoa Binh Lake rushed out through two bottom discharge gates, forming white water columns, majestic like water-spraying dragons. The force of the strong current tore the water surface, creating fierce rolling waves, crashing against the rocky shore, creating white foam.
Many local people flocked to the riverbank to enjoy the breeze and watch the Hoa Binh hydroelectric reservoir discharge floodwaters before the heavy rains.
The roar of the water and the fierce waves created a majestic symphony of nature. The scene of the water rushing strongly through the two bottom gates left the viewers overwhelmed. Many people were amazed by the power of nature and took the opportunity to record these memorable moments.

Before the flood discharge, the upstream water level of Hoa Binh Lake was at 108.87 m, 3.87 m higher than the highest water level before the flood; the flow to the lake was 3,360 m3/s.
During the days when the Hoa Binh Hydropower Plant released floodwaters, the security and order situation in this area became complicated. Although the authorities have increased propaganda and warned of danger, many people, especially children, still ignore the danger and stay near the flood discharge area.
Knowing the danger, many people still defied the odds, following the embankment to get close to the flood discharge area of Hoa Binh Hydropower Plant. Groups of people, even whole families, did not hesitate to jump into the rushing water of the Da River, despite the warning signs. This action is extremely dangerous, because the Da River has many whirlpools at this time, which can easily sweep people away. The flood discharge causes the river water level to rise and fall erratically, creating strong and dangerous currents, posing a high risk of drowning.
Many people living nearby invited each other to the riverbank to watch the flood lake and enjoy the cool air.
At the same time, promptly report and propose solutions to handle unusual situations that may occur during flood discharge to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
In addition, the organization closely monitors the development of floods, construction safety, flow to the lake, water levels upstream and downstream of the reservoir. The Ministry also sent a document to the provinces of Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, Ninh Binh to immediately notify authorities at all levels, people, organizations operating on rivers and riverbanks; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure the safety of construction works; activities of exploitation, gathering, and transfer of sand and gravel to know the information on flood discharge from Hoa Binh hydropower reservoir to proactively take preventive measures to ensure the safety of people and property.
In addition, direct relevant agencies and units to coordinate with units to have solutions to ensure safety for curious people approaching the flood discharge viewing area. Report and promptly propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry through the Department of Dike Management and Disaster Prevention and Control.
